beginning to share the sentiment. The
constant preparation for war, which
has been going on for years on a gi-
gantic scale, is probably largely re-
sponsible for the considerable increase
in the Socialist vote.
The Vorwarts, official organ of the
Social Democracy, has solemnly
warned the Kaiser that t!ie Socialists,
i as a s'ngle man. will oppose Ills war-
like plans, and states tliiijt all the fier-
ma npeople support the policy of the
Socialists against excessive military
' and naval burdens.
The Kaiser has repeat'edly said in
public that Germany does not want
war. But when on a few occasions,
that of the close of the army maneuv-
ers for Instance, he gives utterance
to sentiments bearing even the sem-
blance of belligerency he somehow
convicts himself of insincerity. Per-
haps the Kaiser is as much averse to
war as any Socialist within his em-
pire, yet, occasionally, he forces the
world to believe the contrary. The
"man in the street" in England is ab-
solutely convinced that the flerman
emperor is an enemy of Engla.nd —an
enemy ever on the alert for an op-
