The little Beven year old son of
Chas. Holmes of North Hobson street
was pulled from his bicycle and torn
by a savage dog about five o'clock
Sunday evening. The dog's fangs cut
quite a gash In the boy's shoulder.
He was taken to a physician, and
upon his suggestion the dog was ta-
ken up by the police, and la being
held at the police station for sigUB of
hydrophobia.

The amendment to the constitution
commonly known as "the grandfather
clause," sugested to the people by
the legislature at the recent special
session as a part of the democratic
scheme to disfranchise the negroes of
the state, and to be voted upon un-
der the Infamous provision of Senate
Bill No. 126, is as follows:
No person shall be registered as
an elector of this state, or be allowed
to vote in any election held herein,
unless he be able to read and write
any section of the constitution of the
State of Oklahoma; but on person
who was, on January 1, 1866, or at
any lime prior thereto entitled to
vote under any form of government
or who at that time resided in some
foreign nation and no lineal descend-
ant of such person shall be denied
the right to register and vote because
of his Inability to so read and write
sections of Buch constitution.
Precinct election lnsupectors having
In charge the registration of electors
shall enforce the provisions of this
section. Should registration be dis-
pensed with the provilsons of this
section shall be enforced by the pre-
cinct election officers when the elec-
tors apply for ballots to vote.
This, it will be readily seen, pro-
vides for an educational test which
shall apply only to the negro who
was In 1866 a slave or his descend-
ants, but It does not specify the
white man, Indian, Japanese, Chinese
or Malay and these may vote Irre-
spective of whether they can read or
write.
This amendment will be submitted
to the people as State Question No.
9, initiative Petition No. 10, and the
ballot title of the same will appear
upon the State Uullot of each polltl
cal party at the prlmrles, immediately
following the list, of candidates and
following the title In small type will
appear the words:
For the Amendment.
Every voter who deire to vote
iigiilust the amendment must strike
out the words "For the Amendment"
with u pencil. If he does not de this
Ills tote will In eiery case be count-
ed for the amendment.
Voters are given no opportunity of
voting Yes or No, ev'ury ballot cast
on that day belni; In favor of the
amendment automotlcally unless the
voter marks out the words "For the
Amendment," which, under the spe-
cial law passed by the legislature at
the recent special session, to Insure
the carrying of this amendment, are
printed upon the ballot for the pur-
pose of taking advantage of all ig-
norant and careless voters.
The amendment itself will not ap-
pear on the ballot, but the ballot ti
tie will be at the bottom of the ballot
and following it the words "For the
Amendment," which must be marked
out with a lead pencil bo that they
will appear exactly as they do at the
bottom of this page.
Remember, too, that you muBt use
a lead pencil to mark your vote on
this amendment and the regular stamp
to vote for your choice of candidates.
Be sure and bave your lead pencil
with you and the first thing when
you get in the booth, look for the
words "For thu Amendment," and

are Americans, Mrs. Crippen having ben born in New York, and the doctor is said to be a native of Michigan.

"Fred Pell, or Uncle Pell, as he is
familiarly known by his scores of
friends here, has, at the solicitation
of his friends, finally decided to enter

for state Labor Commissioner and
filed his papers for that posiUon Mon-
day. Uncle Pell Is a republican war
horse and is so well known that It is
useless for us to even attempt to
write him up in a way that would
improve' his standing among those
who know him. Judging from our

neighbors and friends say about him,
we are free to say that if there Is a
republican elected In the state, Uncle
