The FS&W through Oklahoma
the order was rescinded in November, $8o,ooo in estimated revenue failed to
reach the railway as its consequence. Further losses came when the Inter-
state Commerce Commission (ICC) ordered all foreign line empties re-
turned to their respective owners. During and following the national car
shortage, FS&W equipment had been generally scattered about the country
without regard to ownership. The ICC order brought home all its freight
cars at the time of the general business slump in June. Income from per diem
freight car rental had amounted to more than $ioo,ooo annually since 1916.
Now yard tracks and sidings filled with these cars, and there were no
immediate prospects for their use.27
