Grand Jury Gives
All City Officials
A Clean Send Off
The special Kran.l jury c.illed to
meet last Monday to lnetli;.it var
ious alleged law violations in the
clt and county handed in their ...
poit to the Dlstilct fouit l.iit Fri.
day night of I.t-1 week after being
In session nil the week and xamln.
Ing mote than twu-hundred witness-
es. Theie were soi it ten charges
against the Water Superintendent
V. H. I'erklnson alleging various
grades of misconduct and malfea-
sance. The jury investigated them
thoroughly according to the report
ann lounu nothing unlawful dishon-
est or Incorrect. Theie were charges
against the ex.Mayor Ed Spealrs
the City Clerk Ollie James one al-
derman who acted as mayor for two
weeks last year and one against
the municipality as a whole. Care-
ful Investigation according to the re-
port discovered nothing amiss and
nothing which was not In accord with
the law.
The report says in part regard-
ing the conduct of the city's busl.
ness:
We have fuliy Investigated and
gone Into all charges of Irregularity
in the City affairs and find that
there have been some Irregularities
in the conduct theieof but wo find
that the spirit of the law has been
complied with and all funds account-
ed for. Our recommendation for
the future is that there be a stricter
adherence to the letter of the law.
We have not attempted to make a
complete audit of the City books for
the reason that same would bave re-
quired much more time than we
have at our disposal. In our inves-
tigations we bave bad audits before
us made by competent local parties.
It is our recommendation that there
be an annual audit of the City bookh
by a certified accountant.
We find that It has been the prac-
tice of local city officials to accept
a fifteen dollar cash bond from par-
ties arrested for gambling. The re-
sult Is that the parties never appear
and the bonds are forfeited. We
recommend that a bond of not less
than one hundred dollars be required
so that the parties will appear in
court and that their names will be
recorded in the records If the City
Court.
D. B. Williams was indicted for
murder in connection with the slay
ing of Tom Craighead nt. Caddo a
few weeks ago. Williams was ar-
rested by the sheriff Saturday morn-
ing and Judge March allowed ball of
$5uou which was made. County
Attorney 1'hlllips asked bond in the
Mini of $111000 which the Court de.
nied. Williams had been fonuerly
charged with murder In this connec-
tion on an Infoimatloti filed by the
county attorney. However the
Court dismissed the case in proceed-
ings in habeas corpus Instituted by
Williams attorneys t'ltcrhiirk &
MacDonald.
The Jury returned a true bill In-
dicting Henry liol.eits of near Col-
bert and "Nancy Huberts a negress
ebaiglng adultly and another bill
charging them with outraging public
decency. They were both placed un-
der an est Saturday and tho bonds
for each fixed at $:'.(iimi In tho fist
lease and $2niin In the second.
The giand jury as required Inves-
tigated the Jail and made a favorable
teport recommending that the im-
mates be furnished with more read-
j ing matter and that a leak In the roof
be repaired.
The jury recommended that the
Court convene a grand jury each
year.
