hood bill nothing definite has

that Quay has exprossed himself
as being prepared to accept tho
"Texas plan" which provides
for tho admission of tho stato of
Montezuma composed of New
Mexico and Arizona with tho
proviso that Arizona have separ-
ate statehood when a population
of 300000 has been attained.
Also tho admission of Oklahoma
including Indian Territory with
a proviso for separate statohood
