good workmen of tho city who de-
sire employment and aro ailxioua
to work for wages but wo con-
domn such acts further as boing
strictly illegal and contrary to
law as provided in Art. 2 Chap.
25 S-Law 1901.
3rd. For not passing the sal-
ary reduction ordinance so aB to
commence at tho beginning of
their term of office.
4. We pledgo ourselves not to
grant any franchise unless tho
same bo ratified by a majority of
tho voters of tho city.
5. Wo favor giving prefer-
ence qualifications and experi
ence boing considered to resident
teacher in our public schools.
0. We ask all persons rogard-
less of political affliutions who
have tho welfaro of tho city at
heart to assist us in electing
good men who aro free from
factional strifo that we may
socuro theso much needed pub
lic improvements that our la-

To Punish Harboring Criminals.

House bill No. 73 by Mr. Ballin-
ger. -which passed the IIouso on
Wednesday is as follows :
"Bo it enactod by tho legislative
assembly of tho territory of
Oklahoma:
"Section 1 That any person
who shall knowingly feed lodgo.
cloths arm equip in wholo or in
part or attempt so to do or har-
bor aid assist or conceal in any
manner any person guilty of any
felony or outlaw or fugitivo
from justice or any person seek-
ing to oscapo arrest for any fel-
ony committed within this terri-
tory or any other territory or
state shall bo deemed guilty of a
felony and upon conviction
thereof shall be punished by
imprisonment at hard labor in
tho territorial prison for a period
not exceeding ten years."
This is a good bill and should
become a law. There is an or
ganized band of thieves in almost
every county that aro harbored
by friends and tho only way to
get rid of theso thieves and mur-
deres is to punish tho peoplo that
assist them to ovado tho officers
of tho law.
