Boveridgo was frisky this morn-
ing Ho stated that tho statehood
bill was doomed to certain death
and was patronizing in his ob-
servations about Sonator Quay.
Tho sonator from Indiana declar-
ed that tho Republican polioy
had boon agreed upon prior to
tho adjournment of tho long ses-
sion. Statehood legislation was
to bo defeated and Sonator Quay
know it. What Quay was now
doing was for effect in Pennsyl-
vania. Mr. Quay arrived from Florida
Sunday morning and spent most
of tho day in bed. This morning
1 ho could hot bo reached and it
was stated ho had gono to Phila
delphia. Tho programme for op-
position to tho statehood bill was
sufficiently rovealed to obviato
tho necessity for immediate
watchfulness on tho part of tho
friends of tho bill. Republican
senators opposed to tho bill pro-
poso to talk and talk well then
talk some more. The Republi-
can steering committee has como
forward with a list of orators who
could easily consumo all of tho
time of the short session if they
wero so inclined. As tho situ-
ation presents itself this morning
tho statehood bill is tho key to all
legislation at this session of Con-
gress. If tho friends of tho bill
show cohesiveness and determi-
nation they will either force its
passage or adjourn Congress
without accomplishing anything.
Thoso who do not want any anti-
trust legislation will help prolong
the statehood .debate.
" RELY ON PUBLIC SENTIMENT.
As tho session drags along the
Republicans who have organized
to prevent the admission of West-
ern states except public senti-
ment to force a disintegration of
tho statehood following. With
tho newspapers filled with stories
about needed trust legislation
tho country is expected to clam-
or for results and a substitute of
tho Houbo bill or some othor
measuro for tho omnibus state-
hood bill.
Sonator Fairbanks is already
at work on a compromise bill.
Fairbanks does not viow tho sit-
uation as does his colleague but
at this timo he is unwilling to
burn his bridges behind him as
Quay and Elkins and Foraker
have done. At tho same time
there is a coterie of Western votes
that Fairbanks would liko very
much to corral if there is any
chanco of Roosevelt losing them.
The statehood fight has reached
tho point where tho territories
are willing to forget all former
obligations in order to make votes
for the omnibus bill. Tlio stato-
hood boosters are saying savage
things about Roosovolt. They
won't bo quieted and thoy talk
only among friends for tho Pres-
ident will have tho last say and
could veto tho statehood bill
oven though it got past tho Re-
publican steering committeo.
FORAKER IS IN FAVOR.
Senator Foraker camo forward
this morning as tho avowed ad-
vocate of tho statehood bill.
Senator Quay was ubsent and
tho Ohio sonator loft his own
seat and took that usually occu-
pied by Senator Quay immedi-
atloy in front of the president of
tho . Senqto Senator Foraker
occupied this seat throughout
tho afternoon. Senator Nelson
began a speech at 2 :30 o'clock
which it was. rumored would
take two days ttf deliver.'

tioting business here yesterday.
