which said that tho clause that says
mayor and councilinen shall serve
without pay 's stjjl in force is mis-
loading and is not tho law. No
attorney who will givo this matter
serious investigation will vesture
such nn opinion. The law as it
now guilds docs not say that the
mayor and councilmeii shall miic
without pay. Tho Hible says the
laborer is worthy of his hire.
Eleotion Proclamation'
Fridays Tribuno expatiated some-
what on what it pleases to consider
a misappropriation of thu city reve-
nue. It saye tho small sum paid to-
Mayor and counuilinen for their ar-
duous work and duties is a misappro-
priation. The Tiibune's piocept is
to work for nothing but they have
never been known to follow their
own teaching. The law does not
say that they shall work for no pay.
The peoplo do not expect them to.
Sec. ! of Art A of Ch 0 of session
laws of 1807 contains a clause
which says that mayor and council-
men should never serve without
compensation. This section above
named is amended by Sec t of Art
i of t'li 8 of session laws of 1800.

Section 4. That section J of art
6 of chapter 0 of Session laws of
18U7 be and tho same is hereby
amended to read as follows: Sec-
tion 4. Tho feo and salary fund
shall be used for tho payment of
fees and salaries of officers and em-
ployes including policemen fire-
men city mai-hhall city clerk city
treasurer city attorney street com-
missoner city engineer and all
other employes whose compensation
is not made a charge against some
other fund Provided further that
all moneys collected from occu-
pation tax line.sQforfoiturcs and li-
censes shall bo turned into the sal-
ary fund
The abovo is section t of Art. 1
of ch. 8 ol laws of 1801) in full.
This section anionds tho section
that snul that mayor ami council-

sation. Tlu first section is com-
pletely superceded by the latter
section. There is not ono word or
syllable of the first section in
vogue at present as law. The sect
ion in laws of 1800 says not a
