QUESTIONS BY BEVEREDGE AN
SWERS BY HASKELL
First Question: Haa any
money in tho bank guaranty fund
of Oklahoma been utod to pur
ohaBO whiskey out of the statu
dispensary?
Answer: Not a Binglo penny.
Sooond Question: At any
time during the last two months
have thoro boon any dispunsary
or whiskoj warrants in tho state
guaranty fund instead of oash
taken out?
Answer: There is no Huch
thing us ilinponaarv warrant.
Threu fourths of thw guaranty
fund ia usually kept invested in
six per oent state warrants. An
arrangement being made with
large banks to immediately ouBh
these warrants if the guaranty
fund requires more oash thniB
kept on hand. It is in this way
that the guaranty fund yields
more than enough interest to pay
all the oxponeoi f administering
the affairs of the state banking
board.
Third question: Will tlt-
etate administration permit n
inspeotion of the books of the
state guaranty bank lund and
tho dispensary system together
with a publio examination of the
bank officials with whom the
state guaranty fund is oopoeitod.
Anawor: Yts ir n. h . eai
citizen applying at mo G vr
nor'a office will bo usa jr. d of an
opportunity to make iho rxamt-
nation you mention or any utlu-r
examination of any department
of state government. This haB

abused and lied about umii lad
veatitrution Bhould show that it
costs the people of Oklahoma
under tho present administration
from two to three times aB mu h
to oolleot this fund as it oost the
pooplo under a territory Why
doea it oost moro and who is
getting tho money?
Anfewer: Ah to inspeotion I
maku lire ime answer as to
question No 3. As to inoroaeed
cost of uolleoiing rental funds
your implied statement is a false-
hood. While the expenses of
this department aro aboui fifteen
per oent more than it was under
territorial government there aro
two rouBona for it: One is thai
wo have thirty per cent more
land to look after. Tho other
reason is that wo had an accu-
mulation of $278000 of rental
notod running baok for years in
default being the notes of pre
oinot politioains whioh wore not
oolleotod beoause they were
politioal friends of territorial
grafters. Wo have collected out
of this bunoh of old notes
marked as "worthless" by tho
territorial officers tho sum total
of 8180000 already. Nobody
gets a cent of money out of any
publio treasury Bohool land fund
or otherwise exaopt for salary
or expenses legitimately earned.
Senator Beveredge you may be
thinking of Judge Burford's
praotioo as Chief Justioo of the
Oklahoma territory oourt who
gave hiB infant son three hun-
dred dollars a year for seven
suooessive years for assisting to
edit the Suprome Court reports
or may bo you aro thinking of
tho Guthrie State Capital charg
ing tho territory forty five oenlB
a bottle for ten oent bottles of
muuilage or any one of a thou
sand othorgraftson tho territorial
treasury whioh was tho praotioe
bofore Btatehood began
Sixth Question: If they will
not permit euoh an inspeotion
and examination of thoBo bookB
and aooounts ought not the
people of Oklahoma rogardloEi
of party oompol them to pormit
it I And oan they compel it any
other way except by turning out
of power the administration
whioh refuses suoh inspeotion
and putting in an administration
that will open the books?
Answer: Thia is no question

ator Bovorodgo assumes them to
The reoordii aro now open

administration and the insinu-
ation wob known by Senator Bev-
eredge to bo false when ho made
it.
Sovonth Question: Would It
not bo a good thing for Oklaho-
ma to open tho bookB? Is any
demoorat moro interested in the
ambitions of Governor HaBkell
than he is in knowing tho oon
ditions of the stato money whioh
ho is taxed to raise?
Answer: All good people aro
interested in havinir the books
of Oklahoma open to their in-
Bpootion nnd that is just what
thoy have got and Senator Bov
orodge knew it when ho tried to
givo a contrary impression.
Kichth Question: And if tho
Btato administration is not wll
ling to open the books nor per
mit this investigation what be
oomes of tho ory "Lot the people
rule". If they aro not willing
oven to le' tho people know are
they witling to let the people
rule?
Answer: he administration
has always been willing to let
tho people of the state look into
tho booKB and affairs of the
state in every department and
there has never been a single
moment's publio butjineea done
in the Governor's office behind
a looked door
The people do rule in Okla-
homa and that is why Bever-
edge's Iriends the corporations
and grafters are not in it with
tho pooplo of this state.
Respectfully
(Signed) U. N. HASKELL.
