MUNICIPAL POWER PLANT.
Tho city c ninilssloncrs have en-

of which they ai;ree to call an

upon the question whether o. not
they will issue the bonds of the
dty to build u power plant on the

What amount will be asked for In
not known and cannot be arrived
at until the engineering company
of Houston Texan which have the
contract has made ltn estimate.
The cost of building the plant will
of 1-oiirne depend upon Hie size of

the Washita river.

T'.t question that must be paused
upon this spring involve problems
of some seriousness.
The 4 ner.il condition of the city
must bo taken Into consideration
in pondering out the question. Are
wo in a position to assume tho
p.iyment of more taxes? Will tho
i ty build faster by the municipal
ownership of the plant or Is tho
giowth problematical. Will it bo
better to have tho companies that
are now Interested In the matter
do the building and run the risk of
profit. The Dougherty company
states that It will most assuredly
build n dam across the Washita
and glvo Ardnioro electricity so
cheap that It cannot afford to own
the plant. Tho Pauls Valley com-
pany states about the same thing
and whether these companies should
be allowed to submit their proposi-
tions to be measured by what th
commissioner offer th- voters is
1 another feature that certainly il"

While It la claimed the Santa

a more lmsirtaiit feature In the

to have his Initiated measure tied

One other question that will be
submitted to the people 1 the Tay-

The New Jerusalem the capltol

probability be submitted to the peo-
ple nt the same time. These live
state questions will be before the
people and It Is likely that after
the legislature has finished Its ses-

be called at which time these quoj-

COUNTY FEE SYSTEM SUBJECT

SOMC INTERESTING FIGURES
CARTER COUNTY OFFICERS.
ADOUT TWICE THE AMOUNT
The question now being agitated
In the tutu Is whether the governor
hull call u special election and
one of the chief purpose of that
election is to change the county
officer fee ytitom lu vogue In tho
statu.
Letters haie been Rent out by tho
governor to the roproHciitnllws ask-
ing their ndvlce concerning u sp"-
clnl session nml It Is understood
that they have expressed the be-
lief that the senslon should be held.
Senator I). M. Smith of Duncan
ha written the governor a series
of letters on the question of fees
drawn by county officer ami these
litter have been given wide pub-
lication over the state. Senator
iimltli in his communications has
not blamed the county officers they
tile drawing all the statutes allow
them under the constructions placed
by the courts but he does blame
Ihe pioilsiotiH of the statutes
In view cl the agitation that Is
now going on a summary of th

the peop'e. The boanl of county

Is reported that lu some of the
counties a portion of the fee aboe
the wilary is paid the sheriff but
the e .mmlssiouer have not allow-

The report of the county Judge
for the quarter shows:

The salary nveived by the re-
colder for the quarter is $500. De-
duct $500 troui the total earnings
$I!2I.20 and It leaves $1121.20.
The balance is equally divided be-
tween the recorder and the coun-
ty each receiving $710.00 The
report shou. the recorder's net

DISTRICT CLERK RECEIVES
PAID THE DISTRICT JUDGE.
The county cotinulHuloneiH cannot
determine what tho total earnings of
tills offlco Is without auditing the
books. They have nothing to do with
tho fees of the clerk. It Is estimated
that the office of the district clerk
pay from $ii0OO lo $7000 a year
which is twice as much as the amount
received by tho district Judge.
The county commlMlonera receive
a salary J .10 a inonMi mid expenses.
The county clerk receive no mon
ey except for huntliu IIcoiisom nnd
:hc greater part of that amount goes
to the state game warden.
Tho county attorney receive no
money through his oITIce (Hid his re-
port shows the number of cases tried
and the number of convictions.
The old fee system which tlio young
state fell heir to from the republicans
is evidently wrong. The republic i s
might have submitted to the systiiM
but the democrat will change the
law and mint probably every officer
will be put on n straight salary In-
steud of drniwlug both fees ami salary.
Tile pay the olflcers are drawing
now cannot bo iiliangcd during their
tenuie In olTIco and they will continue
to draw their salaries at the same
ra-o until their successors tire elect
ed and qualified and their successors
will draw the same salaries unless
the special session of the legislature
is called an 1. tho system changed.
If the matter Ik delayed until the
legislature meets in regular session
tile next corps of county officers will
have been elected and they will serve
out their terms on the same salaries
anil fees the present officers tire re-
ceiving for the remuneration of an
officer cannot be changed during the
olTlei r's tenure.

the prohibition law have been Il-

deemed ndvlsable by tho officer
of the sheriffs' association to call

they may agree upon some uniform
plan of charging fees In order that

It claimed by many sheriffs that
when one state examiner audits
their bcoks ho holds these fees are
Illegally charged while another ex-
aminer may follow who will hdd
that the fees are legal and may be
collected. This has caused much
trouble ami Inconvenience to sher-
