RODBED OF 200 MILLION!
Customs Lost Ten Million a Year for
Twenty Yean.
X. w York Nov. 2S. "I am satis-
fled that the government ha been
'u ladled out of more than son mil-
lion dollars In Import duties at this
iwt within the Inst twenty years."
TIiIr statement was made today tv
Ulchard Parr deputy surveyor who
for nearly three years has been
studying the secret met hods by
which Importers here have wexn
evading the tariff laws. His dose
ixusonal and official relations with
Collector loeb warrant the Inference
that the collector shares with hla
chief aide this startling opinion as
to the enormous amount of money
-ut of which the government h.13
been cheated.
"The results of my uncompleted
work" .Mr. Parr went on "convince
me that fully 10 million dollars a
enr 1ms been filched from the reve-
nues by New York Importers. While
the sugar frauds are the most glar-
ing in the single Item of Jewelry
I believe that many millions have
been stolen. Undervaluation has been
a frightful source of cheating the
government.
"So great has been the total
amount out of which the government
lias been swindled by frauds that
liar the treasury at Washington ob-
tained all of the revenues at this
port which the tariff laws preset (hod
and upon which public Income and
expenditure have been estimated the
frequent deficits that have occurred
might have been averted"
Collector I.oeh talked only In gen-
ernltles today about the objects and
results of the conference.! ho held
at Washington .Monday and Tuesday
with President Taft Secretary .Mac-
Veagh and Attorney (leneral Wick
ersliain From another hource how-
ever it was learned that as a re-
sult of the confercncccs at Washing-
ton a quiet but searching Investi-
gation or the appraisers would be
made.
It Is known that for the last year
Appraiser Wannninaker has been di-
recting a carorul Investigation of
these reported frauds and It Is ex-
pected that he will soon be ready
to announce a definite course of ac-
tion .similar to that taken by col-
lector Ueb at the customs house.
Unless Judge .Martin who lias
iK'en called here from Vermont to
preside at the trial of the Indicted
employes of the sugar trust grants
them a change cf venue their trials
will be begun In the criminal branch
'f the United Stat a circuit court
next Monday . This was made plain
today by the refusal of Judge Hough
to sustain the demurrer to the in-
dictments made by the counsel for
Janus I- llendernngel Oliver Splt-

DEAR SIRS:-
Rcplying to yours of recent date have to say that
your culverts are giving the greatest satisfaction.
One week ago today we placed one of your Watson
Patent Metal Culverts 12 inch in diameter at the inter-
section of B Street and 2nd Avenue and placed about
8 inches of LOOSELY PACKED DRY dirt over
same. All of Ringling Bros. Pole and Parade wagons
passed safely over same. One wagon No. 33 weigh-
ing seven tons and pulled by 16 large horses rode safely
over with no effect whatever on the culvert and we
arc more than satisfied with this test as no surer one
could be made.
You arc at liberty to use this letter over my signa-
ture in anyway you sec fit.
Yours truly.
