tistic quality of the notes will be great-
ly enhanced.
Under the plan adopted all classes
of notes of each denomination will
carry the same portrait and no por-
trait will appear on the notes of more
than one denomination nor will any
portrait be used which will not be Im-
mediately recognizable by every per-
son who handles money. The one-dollar
silver certificate will carry the
portrait of 'Washington the two-dollar
silver certificate the portrait of Jeffer-
son. The live-dollar note whether sli-
ver certificate or greenback will carry
the portrait of Lincoln the ten-dollar
gold and silver certificate that of Cle-
veland the twenty-dollar that of .lack-
son the fifty-dollar that of Clraut the
one hundred-dollar that ot Franklin
the live hundred-dollar that of Salmon

of Alexander Hamilton.

Section 3. "I lie county ckrk shall be cluk of the Hoard oi l.mial-

Section 4. As soon as practicable after the assessment rolU are
ctpntlizcd corrected and adjusted as provided for in the preceding
section of this article and before the third Monday in June next
ensuing the county clerk shall innkc out an abstract thereof con-
taining the total amount of property listed under the various heads
or classes appearing on the blank forms for the listing and assess-
ment of properly and the total value thereof which abstract the
clerk is directed to transmit without delay to tho State Auditor ami
the county commissioners are authorifed to direct the clerk to add
to the above list of items as they deem advisable. The State l'.xain-
iucr and Inspector shall furnish such forms for the use of the as-
sessor clerks township city town or village boards of equalization
and county commissioners as shall secure uniformity of proceeding
and returns throughout the State.
ARTICLkVVlI.
Section 1. The Governor State Auditor State Treasurer Secre-
tary of State Attorney General State Kxamincr and Inspector and
President of the Hoard of Agr'culture shall constitute the State
Hoard o Idealization and said State Hoard of Initialization shall
hold a session at the capital of the state commencing on the third
Monday in June of each year. It shall be the duty of said Hoard
to examine the various county assessments and to equalize correct
and adjust the same as between the counties by increasing er de-
creasing the atrcyate assessed value of the" property or any class
thereof in any or all of them to conform to the fair cash value
thereof as herein defined a in! to order and direct the assessment
rolls of any county in this State to he so corrected as to adjust and
equalize the valuation of the real and personal property of the
several counties in this State.
Section 2. There is hereby levied annually an advalorcni tax
upon alt property in this Statu which may be subject to taxation
upon such Imsis a tax sufficient in addition to the income from all
other sources to pay the expenses of the state government for each
fiscal year ending on the thirtieth day of June and to pay the de-
ficiency if any for the year next preceding; Provided however that
the total amount of such levy shall not exceed the maximum amount
provided by the Constitution that may be levieil on an advalorcni
basis for State puritosc including one-fourth of one mill for com-
mon school purposes to be levied collected and distributed as other
school money. l'or the purpose of computing the amount of the
levy hereby made the State Hoard of liptalization shall at its annual
meeting on the third Monday in June of each year or as soon there-
after as the total valuation of all the property in this State subject
to taxation under the provisions of this Act shall have been ascer-
tained and from day to day thereafter until such time as they
shall compute the amount appropriated to pay the expenses of the
State Government for the period aforesaid with twenty per cent
added thereto as an allowance for delinquent taxes. From the
actual amount thus computed shall he deducted the estimated in-
come of the State from all sources other than from the levy hereby
made. The amount so ascertained shall be certified by the State
Auditor to the clerks of the several counties in thii State and
shall he entered upon the tax rolls thereof.
Section 3. The amount of the levy so computed by the State
Hoard of Equalization shall specify distinctly the purpose for which
tax is levied ami shall in no case exceed the amount appropriated by
the Legislature for such purpose.
ARTICLE VIII.
Section 1. On or before the fourth Monday in June in each
year the State Auditor shall transmit to the county clerk of each
county a statement of the rate of taxation required in said county
for the general state tax as computed by the State Hoard of Equal-
ization. Section 2. The board of county commissioners in eacii county shah
meet on the first Monday in July of each year and from day to day
thereafter until they shall have prepared an itemized estimate of
the necessary expenses of the county for the current fiscal year and
for the deficiency if any that may exist for the fiscal year next
preceding including the amount necessary to meet all outstanding
indebtedness as evidenced by bonds legally issued and interest there-
on and such estimate shall state the amount of levy necessary to
raise such estimated revenue witli twenty per cent added thereto as
an allowance for delinquent taxes. The levy for county purposes
shall he a separate specific and sufficient levy for the payment of
court expenses; "for county supplies for the support of the poor
and insane; for roads and bridges; for aid of the common school
of the county; for contingent fund for the county high school if
any; for a sinking fund which shall with the money already in such
fund be buliicicnt to pay all bonded indebtedness of such county
coming due; for the interest coupons falling due on the outstanding
bonds of such county; and an additional sum equal to one third of
the original amount of all outstanding judgments against the county
where one third or more of such judgment remain unpaid and in
case less than one third remains unpaid then the levy shall include
the unpaid balance. Such estimate shall contain the (ongoing items
together with the estimated amount of necessary revenue to be
raised for each fund and rate of levy necessary to raise such rev-
enue for such funds separately stated which shall be entered at
large by the county commissioners upon their records and shall be
published in two consecutive weekly issues of some newspaper pub-
lished in the county and no levy of taxes shall be made for any
other purpose or in any greater amount than is specified in such
estimate as published but any item or amount may lie stricken from
such estimate or reduced at the time the levy is made. Such pub-
lished estimate shall also state that on the third Friday in July the
board of county commissioners will meet to make the levies pro-
vided in such notice. The board of county commissioners shall
meet on the third Friday in July of each year and proceed to make
a levy of taxes for the ensuing fiscal year and for the deficiency
if any for the year next preceding but such meeting may be ad-
journed until another time not exceeding ten days if the statement
from the State Hoard of Equalization has not been rccru 1.
