which has been drafted to wind tip
some of the affairs of the five civil-
ized tribes contemplates closing up
of all tribal affnlrs Just a soon
as possible nivi It Is noticeable that
all through the bill dates are set
for the completion of different Items.
It Is plainly apparent to everyone
concerned that all these affairs can-
not be closed within a nr. nor two
or three years either for that mat-
ter. The bill has the endorsement of
every member of the Oklahoma dele
gallon except Congressman MoOuIro
who objects to certain feature of
It. Ami the bill this year Is an Ok-
lahoma bill li Includes the Indians
of western Oklahoma as. well as
those of the five tribes.
The bill as Introduced In the house
calls upon the secretary of the In
terior to complete all allotments to
persons on the Indian rolls not later
than .Inly 1. 1901). Where there Is
a fractional allotment due an allot-
tee not eveeoJIng $.0 In appraised
value unless the allottee apeclflcully
applies for the land the secretary of
the Interior shall Rive the allottee
double that amount In money. Instead
of the land.
Immediately after July 1 1909 the
secretary of the Interior shall classl
fy and appraise nil unallotted lands
of the five tribes not Included In
townsltes or mineral segregations
The classifications to be agricultural
grazing and timber lauds ami shall
advertise and sell said lands under
rules and regulations prescribed by
the secretary. And all lands shall be
advertised and sold prior to January
1 1010. No sale made prior to that
tlate shall be for less than the ap-
praised value of the land and the ag-
ricultural landi shall be sold In tracts
of not more than 1(50 acres to one
person nor more than 900 acres of
grazing or timber land.
If there Is land remaining unsold
after January A. 1910 the secretary
shall under Tub's which lie may pre-
scribe advertise all such lands to be
sold In any sized tracts whatever
and at the last sale ho Is to accept
the highest bid made regardless ol
whether It Is equal to the nppralsol
value or not. And these clean-up
sales shall be completed not later
than July 1. 1010.
In these sales made prior to Jan-
uary 1 1010 n payment of twenty
per cent In cash shall be made at
time of purchase and forty per cent
In six months the remaining fortj
per cent in twelve months. On land
sold after that date fifty per cent
must be paid In cash and fifty per
cent In six months.
Indians admitted to the rolls b

lands not segregated when they are
placed on the rolls or If they elect
to receive In lieu thereof In money
from the tribes an amount equal to
the value of such nil allotment.

mineral products.

tho approval of both the governor
and the department of education.
Tho control of the separate school
Is left as under the old territorial
law In the hands of the county coio
nilssloners. They are required to lo
cate establish ami maintain schools
and employ teachers for the class
of children whether white or colored
that aro fewer In tho county. The
commissioners are also requlrod to
innko an annual levj- not to exceed
one mill to constitute a separate
school fund.
