this outcome. This Is omctly the
nay the prcstdont 1ms bwn talking

ti tnpt to arouse jiubllc suiitliiieut In
fawir of a third term on the eve ot
the Chicago convention. The presi-
dent cannot continue to publicly ro-
pent the stateiuout that under Ho cir-
cumstances will ho be a candidate
for the presidency although he tolli
callers as iniicli almost every day.
Kut bis plans for the future are ul
solutely doterinlned upon nnd ho will
not be swened from his program.
That the president does not intend
lHTiiiauetttly to retire from active
participation in American iolitlcs is
Just as well nettled as that he will
not permit himself to be made a can
dldale for the presidency In 1!U)S. He
is too jouiiir too vigorous and there
la too much for him to do fr him
to place himself on a political bin if.
What be has made clear is that lur-
ing the first years of the Tiift adminis-
tration he will not give the carping
an opportunity to charge that he Is in
reality the president nud Taft is a
mere figurehead. Everybody who
knows Taft understands that he will
he president after his election wheta
er Hooseevlt Is on tills hemlsphersi t

Ui relieve Taft of all embarrassmenM.
Hut the particular bratnl of repub-
11. tins the president has designated ns
reactionaries need not conclude from
all this that they are through with
Hoosevelt and that the movement In
behalf of progres.lvo policies In the
republican party In the nation nre
to lose for any groat length of tlmo
the services of Theodore UooseveiL
The president haB In his conversa-
tions with personal friends declared
over and over again that he woui.l
not reganl any service rendered h!s
government a sHcrilleo of dignity. 11
would regard It ns no sacrifice to sit
In Taft's mblnet to sorvo In the sen-

tliat matter to tie a member of the
New York UghOaturo If there w.is
Important work to bo done and h

The concern which has been nianl

wo shall do with our ex-prosldcnts
need not cause anxiety so far us
Hoosevelt Is concerned. He hu a

RAILROAD INTERESTS
EXTRACT FROM ADDRESS OF
PRESIDENT B. L. WINCHELL
OF THE ROCK ISLAND.
The foil wing Is an oxtract from an
address delivered by President Wla-
du ll of the Hock Island linos at n
meeting of old tlmo railway men at
Di's Moines Iowa on May 20 1903:
"I want to say n few words In the
nii-i forceful way l know how ns to
tho absolute necessity from this day
' n of a fuller co-n pern t Ion between
tin' owners of railroad properties ami
tin's.' who are on the pay roll; and
h this i mean every employe from
the president up and down. I say up
and down because I believe that some
of you perform service more valuable
to the company's welfare than the
president does.
"I want to make it plain tonight
that we Itavo reached a point whoro
we must recognize that our Immediate
Interests and Indirectly tho Ititerosta
of the whole country aro depiiK'ii
upon Improved conditions In this par-
ticular respect.
"The margin of prnrit for railway
service must be Increased. It can be
Increased only In nno of t-o wns
either rales must te sllghtlv hUher
or wages must be slightly lower.
"Whllo wo do not want to n Inpt
tho lattor alternative wo are not
yet sure that rntoa can be raised.
Many protests aro being mado bv
commercial bodies; many merchants
feel that such a course on the part of
the transportation companies would
seriously nffect the Interests of tho
shippers and altogether. It Is mado
plain to us that nn ndvancod rate
basis cannot be obtained without
great dllllculty or without porno so-
rlous acrimonies.
"I am sure that a great many of
the protests ngalnst a slight nd-
vanco in tho general rato basis
1 1 lf'h
of the country aro mado without glv-
the subject proper consideration. Tor
Instance the freight on a pair of
shoes from Hostou to Chicago Is
homethlng loss than tho rate of post-
ago on a letter two ctuit . If the
rate on shoes should be raised 10
per cent tho Increase tn freight on
a pair of shoes would be less than
than two-tenths of one cent.
"Which course shall wo adopt?
Shall we leave tho freight on shoes
whoro It Is today and have no cus-
tomers for samo or shall we Increase
the price two-tonths of a cent per
pair nnd have everybody able to buy
what shoos thoy want and need? Is
It more Important that men should
be set lo work by nn advance of
some particular rato from 17 to la
cents ye- hundred ponds or shall
tho rate bo kept whoro It Is and con-
ditions remain ns they aro today?
"I bellovo the railway employes o'
his country n vast army of a mil-
lion and a half of men can sittle
this question with tradesmen anil
with tho ratenii'i ng bodies of ibe
states nnd of the national govern-
ment. You have shown In tho past
that whatever you demanded with
united front hns been granted. If you
will realize now that this matter af-
fects jour futuro much more definite-
ly than It does the futuro of tho rail-
way companies I bellovo you will
take hold of It In the same vigorous
way that you havo handled other
matters In tho past. You havo only
to reallzo that It Is your business
and not tho business of tho board of
directors In orde." to secure a satis-
factory outcome."
Mm. R. I.. iKiwm of Wayne. W. Va
writes: "I was a sufferer from kid-
ney disease so that at times I rontd
not get out of bed and when I did
I could not stand straight. I took I'o
ley's K'dney Heniedy. Olio dollar
liottlo and part of tho second cured
mo entirely." Foley's Kidney item
