ident Roosevelt and Inaugurated a
conference which Is likely to go dowu
in history its the most notable of Its
kind ever held In the United Stitt'a.
The conservation of the natural re-
sources of the country lis forests and
waterways Is the subject which wfll
occupy the attention of the fatuous
delegates during the thiee days of
the meeting. President Hoosevelt
presided ut the opening of the con-
ference declaring that the subject
under discussion Is "the most weigh-
ty question uow before the people of
the United States." Two sessions
will bo held each day of the confer-
ence. President Hoosevelt's first an-
nouncement of the present conference
was made during the course ol his
address at Memphis on October 3
last .while he was making his famous
trip down the Mississippi. The meet-
ing was at first scheduled for Janu-
ary but for various reasons It w.'s

It is believed that a perminent or-
ganization wider In scope and more
influential than any similar body will
be organized as a result of the con-
ference opened today.
Of the subjects outlined by the
president for consideration that of
improvement of the nation's inland
waterways la looked upon as the most
Important.
The conversion of the Mississippi
river into n deep waterway will bo
taken up.
Coupled with this are the saving
of the forests the control of floodi
the prevention of soil erosion and
the conservation of the supply of
coal iron and other mineral re-
sources. Special attention will bo given
to soli erosion by the Missouri rlvor
and its tributaries. Investigation by
the experts of the department of
agriculture shows that thousands of
acres of rich laud along the Mlssoir
rl has been carried away to the gulf.
Means" of systematic Irrigation and
drainage lu the Far West without ex-
hausting the streams will be sought.
Uniform laws among the states of
the west and southwest for the de-
velopment of arid lands by the eco-
nomical use of the streams will bo
urged.
One of the most important ad-
dresses of the conference will he
that of President James J. Hill of the 1
Great Northern railway who receiv-
ed a special Invltatin from President

Mr. Hill's discussion Inevitably will
leail him to a consideration of tho
competitive relations between the
railroads and tho canals of the conn-

been an important check on railway
freight rates. Now that tho freight
business of Atnorlcn has grown be-

CONSTITUTION THE LAW
WHERE STATUTES AND CONSTI-
TUTION CONFLICT JUDGE
STANDS PAT ON LATTER.
District Judge Stlllwell II. Russell
was called upon yesterday afternoon
to pass Judgment In a matter where
the statutes and the constitution of
the state of Oklahoma conflict. The
statutes provide that appeals are not
allowed from Justice of tho peace
courts where the Judgment Is for a
less sum than $2i while the con-
stitution provides for appeals In nil
cases both civil and criminal. The
Judge took the constitution for his
guide mill the case will bo appealed.
The case grew out of n small mat-
ter tried before Justice J. P. Holt at
Orr. When tho Justice learned that
the constitution provided for tho
appeal ami that Judge Russell would
mandamtiH him ho willingly granted
the appeal. The case was one where-
in the Justice court did not know-
how to construe the conflict In the
statutes and the constitution. The
matter was brought before the court
by II. A. Ledbettcr .attorney for

telephone. Mr. Roberts the president
of the company says that a number

prevented telephone extensions but
