consideration. As regards most if
not all these matters bills have been

tho two houses of oonnress and It
Is not too much to hope that action
will be taken one way or the other
on these bills at the present ses-
sion. "In my message at tho opening
of tho present fesslon of congress
and Indeed In various messages to
previous congresses. I havo repeat-
edly suggested action on most of
these measures."
A summary of the president's rec-
ommendations follows:
"Child labor should bo prohibited
throughout tho nation.
"I renew my recommendation for
the Imedlate enactment of an em-
ployers' liability law. drawn to con-
form with the recent decision of tho
