CURRENT TOPICS AT CAPITOL
INTERVIEW WITH JOHNSON
(Dy Willis J. Abbot.)
Washington. Mai 17 -The lli'
formal expression of the view. of
Gov. James A Johnson or Minne-
sota on national political questions
wiim Riven to a c irresp.nulpnt of
the Hearst nivspn.ri'. This was a
triumph for the Hearst newspapers
but as Mr. Hearst had already an-
nounced that he would not support
Gov. Johnson for the presidency It
awakened sonic little comment In
political circles.
Gov. Johnson while not upprovltiK
the Ahlrlch bill and saying that he
has no definite views on the cur-
rency question is ipioted as saying
"I Incline to the belief that It Is
(he hankers rather than the system
that causes our present trouble."
This will bo a shock for some ot
the bankers who are now earnest-
ly supporting his candidacy.
He carefully eiadcd any expres-
sion lu this particular interview
coneernltiK the Krowlns sentiment In
favor of a system by which the In-
terests of depositors lu national and
state banks might be safeguarded.
He applauded the platform of tho
Independence league saying that it
"Is a platform which in the main
any political party inlglit well
adopt." The utterance may come
us a .shock to a distinguished sena-
tor from a state south of tho Poto-
mac river who rather bitterly ac-
cused Mr. liryan of taking his views
and principles from the Independ-
ence league.
However Governor Johnson did
take Issue with the program of a
ship subsidy a great navy and Im-
perialism. He said with certain
metaphors not necessary to quote?
here that he wished we could get
rid of the Philippines and was not
sure that we should not get rid of
Hawaii as well. Where. this In-
terview' was given before or nfler
the announcement thai Mr. ile.irst
would not support M''. Johnson no-
body here knows. Ilu: when It is
recslled that the Ilentrt platform
calls for a mighty n.ivy territorial
expansion and ship subsidies poli-
ticians in Washington ate Inclined
to think that Gov. Johnson did not
strengthen himself Mill the Hearst
party. Independence l'ligue nation-
al party or whatever Its name may
be.
The Position of Judge Harmon.
The Washington Star has never
been accused of being either a
democratic or a Hryan paper. So
far as it is possible It is independ-
ent though absolute independence Is
nearly an Impossible Ideal for any
newspaper to attain. Hut It quotes
from i dispatch sent out by the ac-
tive antl-tlryan 1 enu now main-
tained In New i and Washing-
ton a statement wlilch must be here
condensed that If Judge Harmon
would accept tho second place on
the ticket with Mr. llrynn. the
friends of Judge Harmon would not
support that ti.Atet. Contlnulu;
this dispateli sas. "Harmon quite
recentlx had s. cond place offered

can nt er be It Is Harmon at the
top or not at all."
Commenting on this the Star says
editorially "Here l.s a sample of a
good deal of antl-IVryan stuff now
In circulation. Part fancy and part
nonsense It shows how rattled Mr.
llryan's democratic opponents have
become. Who offered to Judge
Harmon the second place on the
ticket with Mr. Ilryan? Certainly
not Mr. Ilrjiui himself who has ex-
pressed no wishes or opinions on
the subject. And whnt Southern
leaders were authorized to speak.
The South very far from putting
herself forward In the premlsej. Is
berated by Wall street for leaving
everything nfiotit the ticket head
and all to outsiders. Of course
no such offer was made."
The Star goes on to pilnt out
that Judge Harmon In first place
w' limit Mr. Hryan's ntjsistanru
could not be elected. Judge P.irUor
had Mr. Hr.nn's au'dstanco and
failed AiiTl the Star goes on to say
very justly "If Mr. Hrynn Is nomi-
nated at Denver Judge Harmon will
support him loyally and if the con
ventlon decides that Judge Harmon
Is the proper man for tho place.
he will accept with nlacrltj" and
the two men will got along better
lu the campaign swtmmmlugly."
This expression on the part of
an Independent newspaper Is Inipor-
ti"it for two reasons. In the first
place It expresses the exact truth
ns to the vice presidency. This
talk of the man at the head of the
ticket selecting what has come to
be called IiIj run. ing mate is large-
ly a matter of Ignorant speculation.
If you want to consider a recent
Instance or It In the republican par-
ty you mny reflect upon tho fact
that Mr. McKlnley did not desire
Mr. Hoosovelt to be on the ticket
with him. 1 am not Informed as to
how earnestly Judge Parker desired
that eminent statesman Henry Cas-
saway Davis to lit his associate
though 1 am Inclined to think that
as Judge Parker's candidacy was
urged by people who put money
far above questions of political ex-
pediency or political ethics that
they discovered and fonpd upon
tho ticket the West Virginia monop-
olist nnd millionaire. It is matter
of notoriety that In lSflrt Mr. Ilryan
had nothing to do with the selec-
tion of Arthur Sewell as vice presi-
dent and whllo In 19dO lie did not
urge the selection of Adlal Steven-
son which was made at a time
when Mr. Hrynn was far distant
from the convention and really
forced by tho Fllinols delegation he
accepted It loyally and 1 think with
approbation.
The trouble with these specula-
tions concerning the selection of a
vice presidential candidate Is that
the probable nominee for tho head
of the ticket does not as a rule
commit himself ns to his associate.
Mr. Itooscvelt did In the case of
Mr. Fairbanks but what Mr. Roose-
velt does is always the exception
to the rule in democratic conven
tions at any rato (ho practice has
too long been to wrangle so long
over the head of the ticket that no
time Is left for serious considera-
tion of the vice presidential nomi-
nation. Democrats "ffho are sincere-
ly desirous of winning this year
hope that this custom will be broken.
Former Senator Chandler's Procla-
mation. It Is about two months since
"I1IU"V Chandler of 'N'ew Hampshire
who for ninny years was the handy
man of republican presidents seek
lng ji renoiulnatlon by the nld or
federal office holders in the South
put forth an nppeal to the Southern
negroes to have nothing to do with
the effort to nominate Taft at the
behest of the administration. Mr
Chandlor know what he was talking
about then for nobody has lu the
past more cleverly handled the pow-
er of a friendly ndinlnlslratlos
than ho. Tlio administration of to-
day Is not friendly It put Mr. Chan-
dler Into the Ananias club and he
has never forgiven It. So within a
day or two he lias returned to the
charge. This time hi tidies his
own state of New Hampshire and
denounces thu effort of the adminis-
tration to coerce federal office hol-
dors there Into support of the sec-
retary of war. He says with em-
phasis that "I am Indignant In view
of such methods and foresee de
feat at the polls If they are not
arrested. I do not In Hove a candi-
date forced upon the party b the
existing federal office holders big
and little as the controlling influ-
ence will be elected. Mr. Taft's
majority in the convention must
be carried far higher than even his
most sanguine supporters predict
to dispel the iKipular conclusion that
the power of patronage alone has
done the work."
Abraham Lincoln had a stnrv ot
two drunken men who got Into a
scuffle. They did not hurt each
other much hut after mixing up
with much outcry and eiithu-iiasni
and getting up off the ground they
showed to the iistouls'.al oh erv
ers that each had fought his way
out of his own coat and into the
coiit of the other. Without desiring
to pass the limits of propriety it
mglht be suggested Hint the posl
tlon of Theodore Itooscvelt. tin selt
