GOVERNOR JOHNSON'S VIEWS
(Dy Willis J. Abbt)
Ardmorelto Special.
Washington Jan. 7 A New York
laper asked Governor Johnson of
Minnesota this 'question "What
must the democra.lc party do to
win?"
Tho question was brief; Tho an-
swer fills marly five columns.
The newspaper namely tho World
opisised thu democrat! ' party In
18Ufi gave It only a nomlii'tl sup-
isirt In 1000 and supported Judge
Parker enthusiastically In ItiOI. When
the World fought tho party noml-
ID e In lfi'Jfi that nominee polled thu
biggest vote ever given a democrat
ic candidate for thu presidency nnd
lb generally believed to have been
elected except for notorious frauds.
When the World gavu only a per-
functory support to the same nom
inee his vote fell oft something more
than five hundred thousand. When
tho World plunged enthusiastically
It'Ui support of Judge Parker and a
reactionary platform tho democratic
vote fell off 1500000.
Cov. Johnson is too good and sip-
ular a man tu have his prospects
ruined by thu effort of the New York
World to make It nppear that he
Is Its chosen candidate.
Cov Johnson Is a democrat. One
of the Western typo that stands
for real democracy. Ills long commu-
nication to tho World expresses
his beliefs and should be given wider
publicity than even that newspaper
can afford. Ilu avows his belief that
the tariff Is the paramount Issue.
Possibly this Is m unquest'lini.ibly
It Is one of the chief Issues. It Is
an Issue that appeals particularly
to New York. Hut great as It is it
Is not tho only issue before thu
American people. The railroads tho
trusts and the burden of federal
taxation all are of equal Importance.
Why Is It not proper to put Into
one phrase In the democratic plat-
form the demand for tariff revision a
demand for more stringent railroad
regulation and u proposition for a
law that will make the violators of
thu trust laws go to Jail Instead of
pay'ng fines at the expense of the
people who have to buy trust made
goods?
However Important the tariff is It
Is not tho panacea for the evils of
monopoly. One brief Hue which Mr.
Hryan had placed In the national
phtform of 11100 and which ho has
repeated ucessnntly ever since is
worth a page of argument on either
the tariff railroad regulation or the
antitrust laws namely: ".Monopoly
In private hands Is Indefensible and
must be destroyed."
At the same time flow Johnson's
Interview shows him to be a true
democrat. It reads like the utter
ances of a man who Is So sincerely
devoted to democratic principles that
lie will not permit himself to be
used by undemocratic forces to do-

stroy the democratic jnrly. 1 wish
to quote a fow lines from the In-
terview which ho gavo to tho New-
York World:
"No man should be chosen for
either tho presidency or tho vlco
presidency becauso he represents
some particular Idea or Interest or
mercenary- qualification. We should
havu no moro Henry Oassaway Da-
vises nominated because ho hissoss-
ed a barrel which he was expected to
open nnd did not; no moro men
from Maine merely because a can-
didate from there was supKscd to
possess some local Influence."
Unquestionably In the next demo-
cratic convention llioro will be moro
attention paid to tho nomination of
a vlco president than ever before.
I'or twolve years tho vlco presiden-
tial nominees have either been n
drag on the "ticket or at least no
great help to It.
Johnson's Views.
On 'Imperialism: "I canmit see
tho necessity for a great nrmy and
the blgest navy In the world.
Hut If we have n Hawaiian wart
on tho national noso and a Philip-
pine hump on Undo Sam's back
doubtless wo shall have to look out
for them. What I should have liked
to havo seen wns a policy Inaugu-
rated years ago of extending the
boundaries of the United States from
tho Panama Canal to the Arctic
Ocean rather than reaching out for
Islands In far distant parts of the
globe."
"I hoK to llvo long enough to
see the American flag over Montreal
and Ottawa and Wlnnepeg nnd the
whole Saskatchewan region not tho
flag of a conqueror hut tho flag of
friendship."
Gov. Johnson's Purpose.
It would be Impossible hero to
quote even 0110 quarter of the for-
mal statement of his views which
Gov. Johnson gavo to tho New York
World. It Is enough to say that
In the main they were democratic
but given to a newspaper which for
many years has been autl-democrntlc.
They were accompanied In the World
by n lending editorial attacking nil
possible candidates for the presiden-
cy except tlov. Johnson himself
something which must havo annoyed
so loyal a party man as he. What
he has said will help to advance tho
cause of democracy throughout the
country. The way In which It was
baldlcd and the medium which gave
lit publicity mill help neither dem
ocracy nor Oov. Johnson.

for nn emergency currency based
upon any kind of a security which
tho treasury will npprove. Tho cur-
rency Is under a plan at present
approved to be subject to a tax of
eight per cent. Of com. 10 the theory
1.4 that with bo heavy n tax on the
circulating notes they will be called
by tho banks at (ho earliest possi-
ble moment. The bankers who aro
1 resslng this measure Insist that It
It shall be passed Its more passage
will m) thoroughly restore public
confidence that probably nt one sin-
glu note will be l-.ucd under Its
provisions.
Tho debato on tho qitc-fition Is
'Ikely to In) fill' and illur.iln itlns.
It Is not tlin.j low In ananee to
irlttclso the proposition. Yv It l
not too early to point out tho fact
that there Is a ten per cent tax now
Imposed by law upon all bank notes
tired as a circulating medium nnd
that this .tax Is notoriously evaded
by the hanks of tho country. It
was evaded In tho imnlc of 1S03
when thu hanks Issued cl firing
house certificates which passed from
hand to hand as money. It has been
evaded for the last four months by
the samo method. If the banks can
find n iway of dodging a ten per
cent tax why can they not devise
a means of evading nn eight per-
cent lav This question of an emer-
gency currency will not get through
cither tho senate or the house with-
out a very thorough discussion con-
ducted by men who havo fitted
themselves to dissect It scientifically
and well.
Taft In the Lead.
Whether It Is because of his re-
turn to tho United States or for
some other reason thero Is no ques-

ties of tho progress 1io Is making
When the stato committee of Ohio
voted two to 0110 against every
proposition offered by tho Koraker
faction It became obvious that Sen-
ators Koraker and Dick wero not
goln- to he able to control tho ma-
chine In that state. Tho election of
delegates Is to bo by a direct prl.
mary vote. Hy all odds tho fairest
way. Hut this Is likely to redound
greatly to the Taft advantage. Two
prominent otllco holders In Washing-
ton tho assistant postmaster general
Hitchcock and thu commissioner of
Internal revenue Mr. Capers havo
Joined the Taft forces. Of course It
Is very much against all tho prin
ciples of civil sorvico reform for
which the president so strenuously
stands for these public otltclals to
he mnnagjug a political campaign.
If they wero working for Koraker
they might he disciplined but as
they aro for Taft and "my policies"
they will have applause rather than
an application of tho big stick. Mr.
Taft Is fortiinnto now whether his
good fortune will extend after tho
nomination remains to bo proved.
