extent as to make ft probable that the
people of the mountain territories
would reject a constitution Joining
the territories Into on state. Senator
Beverilge will not push the omnibus
feature but if he believes as he prob-
ably does that the people of Arizona
and New Mexico would accept union
rather than remain territories for
years he will Insist on connecting the
four territories in one bill Just as was
done last year. This may cause delay
as the people of the mountain territo-
ries would wait until congress was
ready to adjourn before they would
give up the hope of securing state
hood for the territories separately
One thing is certain. Arizona and New
Mexico will not again be allowed to
drag all four down to defeat but the
consideration of the two greater ter
n tones may deisy action for some
time. If statehood Is not secured by
Oklahoma and Indian Territory thi
winter toe failure cannot be charged
np to outside Influences but will be
the result of conditions within the two
territories or the discussion of condi
tlons supposed to be peculiar to these
territories. The person who has stud
led the situation carefully and Intel
iigentiy understands that there are
severs! subjects which may call forth
an unending discussion and such peo'
pie will prepare to meet these condl
tlons.

This subject under ordinary circum
stances could not come up In a state
hood discussion but many congress
men and senators believe conditions
In the Indian Territory portion of t.

stating that prohibition of the UquT
traffic is absolutely essential. Somo of

the entire Indian Rights Association
of the country on this subject and on
