fi.g the feroflty with wi.Ph the com-
l.atants assail each other in tbe open
field. In every war some men exhibit
brutal and inhuman tendencies bat
Oet is more of nn Individual fault
trH ttfcerwlse. Bo far. both Mastiao
ar.4 Japanese soldiers have exhibited
great courage la battle and humanity
in the treatment of prisoners who
lave fallen Into eacb other's beads.
What excessea we nave been told
about were committed by tbe Roe-
Mann bnt no doubt tbe Russlaa olfl-
cera have panisbed soldiers guilty of
brutal treatment to helpless prisoners
war.
Tbe kindness courtesy and self-
containment of tbe Japanese have at-
tracted the attention of tbe wcrld.
Th y have shown all honor and tflmi-
ii to kustlan prlm nTd and given
fklllf'il treatment to the c-nemy'is xlrk
sr.'! wounded. When the gallant Mak-
aroit went down In the fll-fate Petr-
pavlovsk the people of Toklo recog-
nizing In him a brave an I wrthy foe.
.'Id hone r to his wmory It shows
the gentle spirit of th new Japan
which all tbe world mutt honor.
A Toklo paper exhorts tbe people
to deal kindly wltb Russian prisoners.
I: asks tne people to assist the gov-
ernment in showing tbe captives of
v ar tbe conslderatfCu due tbe unfor-
tunates of war. "We must not fall
tt extend our sympathy to those who
come aa captives" says tbls Japanese
writer "for we are 'our brother's
keeper."' Again: "We are all kin-
cred and are bound In one large fam-
ily of human brotberbcod however
widely separated may be the countries
in which we live." And "It is our du-
ty to be sympathetic friends of tin
captive and make them feel com
tenable In a strange land."
All this shows how Japan lias
taught the spirit of rmdern civiliza-
tion. In all the higher at-pectg of civ-
ilization they are a brave and gener
ens people. They know how to meet
a brave foe. They do n t fear death
but away from tbe scenes of strife
they practice the virtues of hutnanl
ty love kindness charity generonity
and sympathy even to the captives
who are helpless among them. It Is
rot a matter of suhprise to those fa-
miliar with Japanese character and
Japanese standards but the world at
Ikrge fs yet meagerly Informed as to
the characteristics of tbls wonderful
little people. They prove abundantly
"the bravest arc the tendereM the
l vlng are iTie daring."
War fs bad enough at best but It
won' be much wWSe If humnnity

ot the combatants and Japan ho elo-
quently illustrates this spirit that e
