JV I'LANH for a city boxinir commission uro approved this week by
the city ommlsslonerH and It Is believed the city will ostablleh this
Bovernlnif board many Important Improvements in tho conducting of
bonis here will bo effected .it oik c-.
Ono of the IlrM Hti'im of the liinlint i'oiiiiiiIhI(iii will Im tn til in v up
n wt )f rules to lw Im-ally enforced. An tin' rules of tlio New York
Male athletic commission mo rcoo(tnl7eil as tlio best In effect today
they probably Mill Is; used 11s a basis for tho local commission's regu-
lations. Koine of the Important sections of the Now York rules there-
fnro niiuld bo Interest liifr to Tiilsans who lum Im-cii forced to take Just
what they could Met In Ixulntr with no (iffli lnl regulations wluitccr.
The very flrnt rule In the New York set Is 0110 that never has been
enforced here. It provides that eight hours before a bout both con-
testants must bo officially weighed on tho club scales In the presence
of each other and n. olub official. Imitis always aro curious about the
weight of boxers ospoclally heavywelKhts but here they usually had to
be content with speculation
The rules then st forth at letiKth the equipment that nhall be
used how tho Hub shall be built anil how bi It shall be; In fact
lonkliiK after everything pertaining to tho fitting up of tho battle arena.
.N'eit provision deals ttllli officials tlio most lmHrtniit being the
referee anil two JuiIki. It Is provided that tlio Judges shall .sit opixi-
Mto the ring from each other and each f.hall havo rt voto along with
tin) referee. Tho vote of the two Judges or of tho one Juiljfo and tho
refi'nvj shall determine tlio outcome in cicnt all three vottn nrc dif-
ferent us If 0110 Judgo favored ono boxer tlio other was for his op.
IMiuent and the referee; thought It. was 11 draw then tho bout would
Im) termed it draw.
Tho referee Is given the power to stop a bout at any tlmo he con-
siders tho competitors aro not In earnest; to disqualify a boxer who
commits a foul; to decide all othor questions arising about a bout
not specifically covered by the rules.
Tho ruleo contain somo Interesting Information about fouR Iotn
of fans think tho only foul Is an Intentional blow In a. vital spot below
tho belt. Ah a matter of fact a boxer may commit any ono of 13
different fouls which are listed as follows:
1. Hitting Im-Iow- the belt.
2. Hitting 1111 opiHinent wlxi Is down or who Ls getting up after
being iloifii.
.1. Holding nn opponent or deliberately maintaining 11 clinch.
I. Holding nn opponent with ono hand and hitting with tlio
other hand.
fi. Hutting with I he liejiil or shoulder or using the knee.
n. Hitting with tho Inside or butt of tlio liand the wrist or tho
cIImiw.
7. Hitting or "flicking" with tho oiien glove.
' 8. Wrestling or roughing lit tho ropes.
0. l'uriHWcly going down without being lilt.
10. Striking delllK'nitely at that part of the body over the kidneys.
11 The nso of the phnt blow.
la. The use of profane or abusive language.
HI. The failure to olx-y the ivfreo or any ph)slenl actions which
may injure 11 conUwtnnt except by fair and 8xrtsmnnllko boxing.
Tho rules provido for the appointment of a club physician who
shall examlno boxers within eight hour- of the starting of n bout and
render to tho club a signed statement that the men aro in condition
to box.
One provision In the New York rules that would make a hit with
Tulsa fana accustomed to sit at tho rlngsldo Is the rule that fans shall
ne useu oy nocomls to cool off contestants towels being prohibited. The
wild swinging of towelM scatters rosin into the air. filling the lungs and
soiling the clothes of those sitting In the first two or three rows.
Tho rulco provido that all referees. Judges timekeepers and othor
Important officials of boxing clubs shall bo licensed by the commission.
Of couro If a commission Is named In Tulsa thero will be somo
changes from the New York-rules but theso no doubt will be mado the
basis. They are conceded overywhoro to be the best and It la hard to
Improvo on them save as to minor and local details.
