tho ofllclal conduct of nearly all the

If not the members of tho Dawes com
mission. Many of theso charges it
Is understood Is based upon morn or
loss unsubstantial grounds but it
Is oxpected that somo of them will be
proven and may possibly result In
sensational developments.
AVJion It becamo evident that mat-
tors wero moro serious than at first
supposed tho president Insisted upon
a radical Inquiry and unbiased roports
upbn which which summary action
might bo tnken and as Mr. Lcupp
had consented to lnnulro Into ono
phaso of the caso ho was askod by tho

mako an Investigation Into all tho
dotalls of tho scandal. Tho Work Is
expected to consume sovoral months
and Air. Lcupp has gono to Now York
to consult with his employers In re
gard to leavo of absence for a period
sufficient to cnnblo him to remain
