A Southern Han for President.
(Copy rltfh ted.)
Continued from yesterday.
Only about 2 per eent of tbe
present population could have
fought under tbe Confederate (lag
and yet tbe other 9- pr eent ate
paying tae penalty- I be en?ue
of 1990 bas not yet disclosed the
exaet figures and tbey mnst be
computed by that of 1S90. In
1390 there were 939275 males over
50 years of age in tbe south G1.10
par cent of whom were white or
about 002139. Assuming that
this number increased in propor-
tion with the total population it
will now be 722587. It is assum-
ed that about SO per cent of these
are over 53 that being about the
youngest age of men now livint'.
who would have been soldiers and
that reduces the number to 573
054. About 15 per cent must now
be deducted for non-combatants
and immigrants and that reduces
the actual number who possibly
bore arms against the government
to 491340 suy a round half mil-
lion. This may approximate it;
I have not sought to verify it
further- What crime has this
greut multitude of 98 per cent of
tbe people committed that they
should be proscribed and denied
equal citizenship!
In the southern delegation in
congress more than three fourths
of them were too young to have
borne arms. Out of 122 members
9.7 are under 53. Many of these
men are beginning to be called
"old men" and1 their bends ?.re
whitening and many others like
them ure beginning to finish their
careers and they have lived and
are fixing to die under the ban of
ineligibility. Unless there is n
change not one single one of these
can ever hop to be president or
rice president scarcely one of
them can aspire to diplomatic ca-
reers few will ever get into the
cabinet or on the Supreme bench
none of them will ever get high up
in the army and few will ever be
called to any of those higher spe-
cial appointments of high dignity
where statesmanship exploits itself.
They are not iqual American
oitfzens.
Eveu in the senate where age
sums essuutinl to sonsou states-
men for high dignity out of the
20 of the southern delegation 12
nro undor 53. Men growing grave
under tho weight of years men of
profound Ieurniug patriots and
statosmon without shndow of taint
are branded "ineligible." They
ure not equal American citizens.
It is true as has beou declnted
thnt eouthern statesmen nro retrog-
ressing iutelleotimlly and the
standard of greatness beiug low-

If American citizen? are really free
and eqeal as we boast then this
embargo raid upon eoutbern youth
is an atroetoas erime upon liberty
and equality.
Fair-minded men everywhere
will concede all ibis. Democrats
; in other states will reeognixe and
applaud the reasons that impera-
tively call apon tbe Eoetb to begin
to remove thus ban. It is not their
fault nor in obedience to heir de-
mand that we have surrendered to
them up to now. If forty years'
giving way to them is notsnflteient
to induce them to give way to us
oaee then tbe quicker we break
away from ingrates the better.
We furnish the bulk of the votes j
and let them furnish all tbe eandi-
nates and surely if it is ever fair
to reverse it that day is fully come.
If we never elect any other
democrat than a northern or a
weEtern one I can tell you right
here and now that tbe yoong men
of the south are not gcing to stand
it. If there are to be no rewards
for political fidelity if they are
continually to endure punishment
and rest under implied accusation of
disloyalty then tbey are going to
fall in with something else that
promises emancipation. The man
who drMS not see this tendency
is blind and tbe party that does
not heed it seeks its own downfall.
Young men of the south hund-
reds of thousands of them demand
that this embargo be raised. In
no wise responsible for secession
yet prond of their fathers they
demand it ns their right that they
be restored to equal American
citizenship and they call upon the
party that assumes dominion over
them to renouuee its cowardice
and claim it for them.
Every democrat who reads this
is invited to drop a postal card to
the writer ut Washington and
give in u sentence his opinion of
it and who should be the nominee.
