Blaine says: '"The modifications which
Lord Salisbury suggested in the ques-
tions for arbitration did not wholly
meet the views of the president: but the
president changed tho text of tho third
and lifth In such manner it i hoK il in
will result In an agreement between tho
two governments. While Lord Salis
bury suggested a different mode of pro-
ceeduro from that embodiid in the
sixth question the president did not
understand him actually to object to
the question anil ho therefore assumed
that it is agreed to. The six questions
as now proiK)scd by the president are as
lollows:
'One. Whatcxclusive jurisdiction in
the sea now known as the Bohrfng sea
and what exclusive rights in the seal
fisheries therein did Kussia possess
prior and up to the time of the cession
of Alaska to the United Slates'
''Two. How far wero these claims
for jurisdiction as to the seal fisheries
re!ognized and conceded by Groat Brit-
ain? "Three. Was the lwdy of water
known as tho Heliring sea included in
tho phrase "Pacific ocean' as used in the
treaty of lietween Great Britain
and Kussia: and what rights if any iu
tho Bchring seu were held and exclu-
sively exercised by Kussia after said
treaty?
Four. Did not all the rights of Kus-
sia as to jurisdiction and as to the seal
fisheries in Bchring sea ea.-t of the
water boundary described in tho treaty
betwetn the United States and Kus-

right and if so what right of protec-

ject in such position that the commerce
of Great Britain is necessary in pre-
scribing regulations for the killing of

necessary the United Slates should
exercise an exclusive jurisdiction
in order to protect the seal
for the time living upon the islands ol
