ANNUAL REPORT
Of the Dawes Commission
Made Public by Secre-
tary of the Interior.
TRIBAL PROBLEMS
Nearmg Their Final Solution and
the Five Civilized Tribes Are
On the Threshold of Great
Prosperity.
The annual report of the Dawes
Commission reviewing the work
of the commission in adjudicating
tbe-aflairs of the several tribes
has been published by the Secre-
tary of the Interior.
The report summarises the work
of the commission for the fiscal
year bb follows:
"The fiscal year just closed has
been the most noteworthy since
the commission entered upon its
duties. The bitter anti-allotment
eeotitnent has largely yielded to
the influence of reason and lime
and the Five Civilized Tribes are
now fairly upon the threshold of a
new era. The enactment of legis-
lation and the confirmation of
agreements has enabled the com-
mission to make marked progress
in remedying the objectionable
political and social conditions
which prevailed in Indian Terri-
tory for many years. While more
or less irritation is yet noticable
in some quarters yet matters gen-
erally are rapidly assuming the
deeiied status. On the part of the
commission practical working ma-
chinery has been designed and put
in motion. System and method
in all branches of the work appli-
cable to the complex subjects with
which the commission has to deal
have been installed and a healthy
vigorous current of bueinees has
taken the place of the congested
feverish conditions of the country
which prevailed a short time since.
Should the agreements now pend-
ing before the various tribes be rat-
ified the ultimate end iu view will
depend for its attainment almost
solely upon the elements of time
and labor. The vexatious negoti-
ations which have been in progress'
for nearly a decade will have been'
ended and the satisfactory and
speedy culmination of a very per-
plexing problem may be antici
pated." '
SLUMP IN CORN. '
Prices Take a Tumble and the End is
Not In Sight.
The local corn market this morn-
Ing showed a decided downward
.jndency that threatens to develop
into a continued slump. The first
quotations ranged from 32 4o SO
cents which prices are expected
to drop several points by Monday.
The buyers think that the first
o.' next week a downward move-
ment will set in and probaby rest
around 25c. Large quantities of
the cereal are being unloaded on
the market and the sharp demand
has abated somewhat effecting a
decline from strictly natural caues

MANY COMPLICATIONS
Threatened Through Carelessness of
Property Owners In Filing on
Lots.
Serious complications in obtain-
ing title to town lots are thieat-
ened through the carelessness of
property owners in filing on wrong
lots. Three have already filed on
one lot on the East side And the
meoabets of the lownsite commis-
sion think that ia this as in many
other instances it has been through
ignorance of their lot numbers. -
There is a map in the commie
eion's offices which can be con
suited and such mistakes avoided.
In some instances where more
than one party has filed on the
same lot it has been done inten-
tionally with a view to a contest.
In the matter of filing the com-
mission urges all lot. holders to
make sure of their numbers before
filing their applications as it will
save many delays and much an-
noyance in obtaining title. ' "
BOOMING TERRITORY.
Rock Island Railroad Offers Big Cash
Prize for Best Article on
Territory.
The Rock Island system in fol-
lowing up its recently announced
policy of booming the Indian Ter-
ritory and encouraging emigration
to this country has offered $375 in
cash and transportation to parties
living in the territory who will
write them a letter describing the
conditions an they exist here and
the prosperity of the people.'
Letters should deal with the
writer's experiences since he set-
tled in the territory. They should
tell how much money be brought
with him what he did when he
first came and what measure of
success has since rewarded his ef-
forts. Letters should not be less than
300 nor more than 1000 words in
length and will be used for the
purpose of advertising the south-
west. This liberal proposition should
be taken advantage of. The rail-
roads have determined to build up
the territory and they should be
given the encouragement they de-
serve. For circular giving details
