When the Dawes commission
reaches the Freedtnen next spring
there will be weeping and wailing
and gnashing of teeth. If the
commission is as careful about
straight records with the Freedmen
as they are with the Cherokees
and there is reason to believe that
it will be there will be hundreds
of them left off the roll. The com-
mission is to rub out all rolls and
go back to the treaty ot 1866.

in the passage of the Curtis law
intended that any part of the lands
owned by the five civilized tribes
should be laid out into towns be-
fore allotment and citizen had
received an individual title there-
to. A United States title granted
to it nation or collective body has
ever been looked upon by the
Cherokese since the receipt of the
same to be as good in law as one
given to an individual citizen. So
believing and looking upon can-
gress as a body of honest intelli-
gent men they have a right to be-
lieve and contend that congress
never meant in the passage of the
Curtis law nor in a latei one to
have any portion of the country
laid off into towns before allot-
mem. Those interested in town-
site speculation may think and
conteud that compensation justi-

look at the matter fairly will ay

AFTER THE CENSUS WHAT?

The CheroKee nation with the
consent and assistance oi me
United States is getting ready for
allotment as fast as circumstances
will permit. The present work of
enrollment is for the purposo of
ascertaining definitely who are cit
izens of the tribe and ultimately
who are to share in the division of
the estate. There are other grave
problems to- be Bolved when the
roll of citizens is completed. Many
of these questions must necessari-
ly be left to the Cherokees them-
selves for settlement. The rights
of certain classes of Cherokee cit-
izens has never been definitely de-
fined and will only be determined
at last by agreement or by the
courts. The Indians have not
agreed that the white adopted cit-
izen i to share in the land yet and
perhaps a majority are opposed to
dividing the eHtate with those who
are only citizens by adoption. The
Delaware case involving the rights
of the original registered Dela-
wares is in the courts and will
there be finally adjudicated. Un-
til the Delaware case is finally set-
tied in the courts there can be no
allotment. The time and method
of division will have to be determ
ined by agreement and title will
have to be conferred by tne In-
dians themselves. There are some
things that congress cannot do in
fact it has done about all that can
b done in thin matter without the
co-operation of the Cherokees

I have been requested to call a
meeting of the democratic club of Vi-
uita for the purpose of receiving con-
tributions for the national democratic
campaign fund and for the purpose of
considering whether or not our club
will join the national association of
democratic clubs and send delegates
to its convention to be held in Indian-
apolis on Oct. Ird 1900 and to de
termine what the club will do in the
reception and entertainment of Hon.
Webster Davis. I therefore call a
meeting of the Vlnita democratic
club for Wednesday night Sept. 26th
at the United States court room-in
Vinita at 8 o'clock ' p. m. and re-
quest every member of said club and
all other persons having at heart the
success of democracy in the campaign
of J 100 to be present..
