TO OLD SOLDIERS
Vice President Fairbanks Ad-
dressed G. A R. Today
in Dodge City.
Dodge City. Kan. Aug. 3L Vice
President Fairbanks delivered a pat-
riotic address today to' several thous
and soldiers and others from all parts
of the state at the Kansas G. A. R.
camp now holding its annual camp
here. Two incites of rain fell last
night and left the roads and grounds
in bad condition but nevertheless the
original program was carried out. Mr.
Fairbanks was accompanied from
Kansas City by Senators Long and
Benson Henry J. Allen and others.
He was met at the station by a dele-
gation of old soldiers and later at a
reception shook hands with hundreds
of veterans. He was cheered lustily
all along the line of march to the
camp. Mucli enthusiasm was mani-
fested during his speech.
He said in part:

citizen is readily transformed into in-
vincible fighting material. The men
who enlisted at the call of Abraham
Lincoln came from every location in
private life and quickly submitted
themselves to military discipline and
were soon prepared for the serious
duty of the soldier.
Among those who enlisted in the
army of the Union were the best men
of every neighborhood. They were
loyal to their country and went with
uncomplaining lips in ltd he hell of
battle to do and to die if need be.
Among those who attaiu high rank
in civic affairs there is one whose
name comes unhidden to our lips to
day and that is the name of William
McKinley. We recall it with pride
anil satisfaction. He was our friend
and we were his. When his country
was in peril he willingly tendered
his service. His name was upon the
roll of the private soldier. He enlist
ed to serve wherever duty commanded
for duty was with htm always his
supreme commander. He enlisted as
a private. He was mustered out as
major. IHe won his promotion by
gallantry upon the field.
The private of 1861 became presi
dent in 1897 but whether private or
president he was the same simple
minded patriotic devoted American
citizen. To serve at the post of
dutv whether humble or exalted
station was honor to him.
History has forever linked together
the names of Abraham Lincoln and
William McKinley. They will live as
long as the public survives. They
were the instruments of Providence
in advancing the cause of human
freedom. Each was obliged to assem
ble the army and navy of the United
States yet each did so with great
reluctance and only when the last ap
peal for peace went unheeded
Neither sought war but both wrought
and hoped and prayed that it might
be averted and that the nation should
rest secure in honorable peace but
He who presides over the destiny of
the Republic had ordered otherwise
To Ab"aham Lincoln it was given to
conduct a mighty war far-reaching
in its sDlendid consequences the end
of which no mortal saw from the be
ginning. William McKinley conduct
ed a comparatively small war yet it
was large in its beneficent results
results of which none dreamed when
it was declared.

Republic you made forever glorious
American arms not only because you
achieved a great victory but because
you won it in au everlastingly right
eous cause- You have the conscious
ness of a mighty work well perform

The Ladies Aid society of the Ba
tist church at a meeting held Tues
day afternoon at the home of Mrs. C
S. Avery decided to hold a bazaar on
Tuesday November 27.
Five insane persons now confined in
the federal jail here will be taken to
St. Vincent's hospital in St. Louis to
night bv officers from the Indian
agent's office in Muskogee.
A number of Vinita people went to
the picnic at Ketchum today among
others J. F. Murphy Wade S. Stan
field and J. B. Turner. The latter
two gentlemen will speak for the Re
publicans and Democrats respectively
The regular meeting of the Com
mercial club will be held tonight in
the club rooms and it is desired
that there tie a full attendance of the
members as there is business of im
portance to be taken up.
Afton is making big preparations
for the fair to be held there Friday
and Saturday September 21 and 22
There will be shows and amusements
of all kinds a big prize list and
speaking by some notable orators of
both parties.
The advertising committee of the
Commercial club is about to close a
contract for the printing of 10000
folders advertising the city. The
expenditure wasauthorized some time
since but the committee decided to
wait until the status of the territory
was settled. Now however is the
time to advertise and the committee
intends to get out the literature as
soon as possible.
William Richardson accused of at
tempt to commit rape had a hearing
this morning before Commissioner
Farrar. Even by the testimony of
the two prosecuting witnesses Mrs
Vinita and Mrs. llesson of Copan
Richardson did not even lay hands on
them and merely insulted them. He
himself denied all impropriety to
wards the two women entire Strang
ers to him and whom he met on the
public road. Richardson is an Eng
llshman. He was discharged.

has issued an order requiring all per
sons now living wno were enrolled
for the per capita payment in 1851 as
eastern Cherokees and all legal re
presentatives of all peisons so enroll
ed who have died to make application

persons entitled to enrollment to come
to my office and make application.
