TJIK OPENING OK A CHEAT YEAR.
With reference to irovernmental conditions the year
1!H)5 opens with a greater degree of promise and of favor-
able outlook than any of its predecessors. The slow un-
winding of the Intricate problem of tribal affairs with
which the government has been struggling for a dozen
years has at last begun to reveal the finish and a task
that has seemed neverending has about reached its con-
clusion. The unwieldy and chaotic conditions in the
Indian Territory have at last yielded to the constant
hammering of the Dawes commission order and settled
government is taking shape and the annomoly of potty
Indian sovereignties within the boundaries of the United
States is soon to be but a memory.
The year 1905 will necessarily see great development
in this magnificent domain of 'the erstwhile the Eed
man because the main hindrances to change in condi-
tions and development of natural resources have been
swept away aud about the only thing now that hinders
is the organization of settled tangible government in
the form of statehood.
The transition has been marvelous and is without a .
parallel in the history of our country or perhaps any
other. The problem has been and now is to pro-
tect the real Indian and to see that the rightful owners
of the land get what is theirs by right of purchase and
inheritance. This subject presents a many-sided and al-
together complex situation yet. The Indian has been
preyed upon by his own people by the members of his
own tribe and in addition has been hawked at from
without.
With the begiuning of allotment came the "grafter"
more voracious and harder to detect and ward off than
any ot her horde of looters wit h which the Indian or the
government has had to contend.
The chief element of promise for the future develop-
ment of a great 'commonwealth here lies in the cosmo-
politan character of the half million people who have
been attracted to this country by the unusual conditions
and the desire for adventure inherent in the American !
mind. The Western spirit is Intelligent and capable of
anything. With an organized state government we will I
astonish the world in the matter of swift and unprece-1
dented development.
With the eyes of the whole country focused on us
with the construction of a network of railways that will
be the marvel of railroad building in this country. With
the development of vast coal fields hitherto untouched
by pick and shovel with ten thousand prairie plows turn-
ing the grassy glebe of fertile valley and plain and slope
with the building of cities with factories and accompany-
ing enterprises the year will be alive with energy In
every walk of twentieth century endeavor.
In the stead of wild rolling prairies unfenced and
unbroken by section lines and unmarked by wagon road
and where once roamed the howling wolf will come the
cozy farm house tne shady lane the bustling village
the throbbing restless city.
