HE STEINHEIL AGAIN
TIES WITNESS STAND
By Associated I'ress.
Paris France Nov. 5. Contrary to
expectation Madame Steinheil again
took the stand today in her trial for
the murder of her husband and step-
mother. She showed plainly the ef-
fects of the ordeal of the last two
days. She took the stand with com-
posure however but this soon melted
away under the judge's pitiless ques-
tioning and she resorted to agonized
I plea to the jury to believe in her in-
S nocenee.
! She indignantly denied that she ac-
' cased the young waif sou of the Stein-
- hell servant in order to clear herself
in the eyes of -Maurice Borderel trie
merchant who it was supposed she
desired to marry.
Borderel today reaffirmed his faith
in the innocence of Madame Stein-
heil saying that she knew a marriage
with him would be impossible and
therefore the alleged motive for the
murder was untenable.
SPOKANE PREPARING FOR
COMMISSION FROM
Spokane. Wash. Nov. 1 Every sur-
face Indication is that with a change
in the city charter will come the com-
mission form of government in the
municipality of Spokane. Mayor Nel-
son S. Pratt has just named a citi-
zens' committee of 17 representative
business and professional men. in-
cludins three members of the pres-
ent city council to make a public re-
port on the advisability of a change
in the form of government. Jhe plan
calls for a new charter upon which
a city vote may be taken next April.
so that the commission of five can as-
sume oflice the following month. The
change is welcomed generally lv the
people who see that the present sys-
tem is an utter failure. Mayor Fratt
has received several hundred letters
anu thousands of personal visits from
men in both parties complimenting
him upon the stand he has taken to
place the city upon a thorough busi-
ness basis. While he has been in
ollice only six months lie dec lares his
administration has been weakened by
an opposition council and an anti-
quated system of government.
