The secretary of the interior has
issued a letter declaring that sev-
eral land companies in the Creek
nation are iseuirg circulars in re-
gard to the leasing of lands in that
nation which contain false state-
ments. lie concurrently issued a fdrrnal
notice that a continuance would
result in criminal prosecutions on
a c harge of usmg the mails to de-
fraud. A Tulpa company is the princi-
pal offender and baa used bold
methods in attempting to lure the
unsophicticated investors to their
bait.

of their circulars shows their
modus operandi:
The Indian has been ruad a
full fledged American citizen with
all the rights and privileges ec-
corded any white citizen of the
United tales. He is allowed to
sell 120 acres of each ICO to aoy
one he pleases. He is allowed to
leace for aoy length of tiuin he de-
sires." The prospectus which was
issued during the latter part of
last vear extols the postibilites
of Indian territory and then pro-
ceeds ;
"Up to this time the Indian has
been prohibited by law from sell
ing bis land and has only been
allowed to lease it for one year at
a time. Consequently there are
thousands of acres of as rich land
as ever laid cut of doors which
bas never bad a plow stuck in it.
Now the Indian can sell a portiou
oi bis land aud he is anxious to do
o."
The letter of the secretary
quots the well-known laws gov
ernirg allotments and makes it
clear that the right to sell their
lands was never granted to the
Indiscs when they were made
American citizens.
An investigation bas been com
xneccfd by the postal ruthorities
to find if the postal laws have
been violated.
The action cf these land sharks
in dimminating false information
about the territory is det-
rimental to its best in-
terests and the department is de-
termided to put a f top to its con-
