THE LOCAL ISSUE
The living issue in local poll
tics in Vinita at this tuna cannot
bo said to be defined by party
linos. The fact is however the
present democratic city admmis
tration has done and is doing
more in the way of civic advance
ment than any of its predecessors
of either or of all political
parties. Whether the adminis-
tration of Mayor Sam Parks
ceases with the November elec-
tions or whether it holds over
till next April It will have done
more for the real advancement
of Vinita than any other admin-
istration. The paving of more
than seven blocks and tvie build-
in of about eight miles of side
walks in a town the population of
Vinita is a matter of no small
consequence and will place
Vinita in the very forefront of
Oklahoma towns in the way of
real and substantial progress.
j. no local uiviuinr line at this
timo may be defined as progres-
sives and reactionaries. There
art; those among us who have
bitterly fought every measure
looking to .he advancement of
the city along the lines laid out
by the present council and who
have made it hard for the city
council to proceed. The reac-
tionaries are in the minority but
include many large property
owners who feel hard hit in the
matter of expense for sidewalks
along vacant lots. They include
all the knockers and are in both
the democratic and republican
parties. The issue is getting to
be well defined and the ques'.ion
already is "Shall we go forward
or stop."
The present council is the most
abused body in the history ot the
town but the abuse comes from
hose who are opposed to paving
the streets or the building of
sidewalks and other expend-
itures. We have reached the parting
of the ways in local politics.
Those who favor with Mayor
Parks and his council the niak-
of large expenditures for pav-
ing etc." ih order that Vinita
may take her place among the
enterprising cities of this great
state and t hose who oppose such
measure?. Th? final outcome of
the contest can only be one of
two things a spledid forward
movement or stagnation.
The r'ght on the work of the
city engineer is only another
method of attack in the general
opposition to all improvement of
a public nature. The cry of
scheme and graft come from the'
same throats that have yelled
themselves hoarse in their frantic
efforts to stop the work of street
paving and sidewalk building.
Let every citizen of Vinita
calmly -survey the situation and
act accordingly Support no
man for any ofiic who is a
knocker Weed out those who
have hounded the council and
attacked the administration in
the hope of staying the tide that
is selling in and winch means
the building oT a beautiful city.
While t he democrats at e respons
ible .for initiating the great
movement for a larger and bet
ter city it is a question much
broader than can be meased by
mere party polities.
More than one hundred men
are at work here and there over
the town building streets and
11 it.
sKiewa i k earning wavres mat
are spent in Vinita. giving em-
ployment to those who need the.
work- and thus putting the c:sh
into the channels of trade
Will the citizen.? of this good
town see the work stop and the
workmeu turned away to drift
out with their families to other
towns? We shall see what we
shall see.
restricted. No other slate in the
Union lias gone so far. Candi-
dates for ottice alone can be ben-
efitted by the new primary law
while the publisher should he
fail to be literally observant is
guilty ot a misdemeanor. Al
ready two Pottowatomie county
newspapers have violated the
law. There is no excuse for no
knowing better. As the matter
now stands the candidate's only
hope lies in "working" the news
papers for free space over which
the publisher is required to de
clare that he is extending the
favor "free gratis for nothing."
A political boost through a news
paper does not necessarily re
quire an individual indorsement
of the candidate or his platform.
News stories of his activity his
speeches his tist tights esca
pades and challenges are "cal
culated" to advance his interests
as a seeker of office. Under
rigid interpretation of the law
none of Uise things are pcrmis
sible. No one believes however
that it was ever intended to go so
far. The legislature got the idea
from a little upstart of a senator
from Lawton Elmer Thomas
who introduced the freak bill.
Now that it has passed the news-
papers of the state should inter-
pret it to its fullest extent.
They should hold the candi-
date off at arms length point to
the new law on the statute books
and declare their unwillingness
to be adjudged guilty of a mis-
demeanor by merely admitting
that "Mr. Crushcm" is peculiarly
fitted for the office to which he
aspires. Shawnee Herald.
They now charge Bryan with
being a politician. That must
be the limit.

The city of Vinita is losing
more money by the inefficient
administration of its tine water-
works system than in any other
branch of its public service.

to vote on the proposition to
issue bonds to the amount of

house This is a good beginning
and "a little i-ed school house"
should be built in every district.
Citizens of Vinita who are de
nied water privileges should pe
titioq the council without delay
for extensions of the water mains
so as to bring this great public
utility within the reach of every
tax-payer of the city. It may
take a bond issue to accomplish
it but it ought to be done.. One
tax-payer has as much right to
the water privilege as another.
Hundreds of our citizens are not
accessible to the laterals within
the city and are thus deprived
of the use of the water. Tne
income to the city from this
source is also at a minimum.
The Chieftain lias had a hand
in the development of this coun
try tor more than a quarter of a
century and expects to still be
a factor in making Oklahoma tin
greatest state ih the Union.
