Associated Press

Associated Press has definite knowl-
edge that several days ago President
Pioosevelt was authorized on behalf of
Japan to waive all claims for indem-
nity or reimbursement for cost of the
war leaving the question of the re-
demption price of the sale of Sakhalin
to arbitration of a mixed commission.
This statement was transmitted to
the Russian Emperor through the
American ambassador at .St. Peters-
burg and the Associated Press' tele-
gram announced that the Czar's reply
was "Partially responsive."
There is reasan to believe that this
proposition on behalf of Japan was
not clearely understood at Feterhoff
but was supposed to be a revival of
the effort of Japan to secure Indent

which was held last evening between
M Witte and Takahlra was for the
purpose of clearing the situation and
it is dow not impossible that Japan
will agree to settle the whole question
of Sakhalin.
