which the Democratic organ so execrates was drawn and
championed by J. C. Starr who is a candidal for reelec-
tion on the Democratic ticket and as such is of course
supported by the aforesaid organ. And the principal op-
ponent of the contract was II. M. Smith likewise a can-
didate for reelection on tne Democratic tii'Ket and like-
wise supported by the nimble organ of the yellow dogs.

time support the most bitter opponent of that measure'

AN EXAMPLE OF CONSISTENCY.
The lengths to which party organs are driven is rather
ludicrously illustrated In last week's issue of the Demo-
cratic mouthpiece. Of course this organ must attempt
to show that the present council which is equally divid-
ed politically has been far inferior to the preceding
Democratic administration and it must then attempt
to saddle the blame for the incompetency which it thinks
lb has discovered entirely upon the Republican party.
To attempt this feat as anyone knows who has studied
the situation requires a hardihood rarely equalled.
But the organ bravely attempts to do as it Is bid.
Hero Is what Issues therefrom: Referring to the plank
In the Republican platform which declares that no fran-
chises shall be granted until the people by direct vote
shall have approved them it says: "Rut the present
city council Republican made a deal with the electric
light company even after the people had voted It down
by an overwhelming vote."
There are some well let us call them mistakes In
that sentence. Here are a few of them.
To begin with the present city council is not Repub-
lican. It consists of four Democrats and four Republi-
cans. Next t he deal with the light company was not a par-
tisan measure. The vote by which the contract was ap-
proved was 6 to 2; three Democrats and three Republi-
cans In favor of It; one Democrat and one Republican
against It.
Thirdly the contract which was thus approved had not
been passed upon by the people and defeated. The
contract which was voted on and defeated was a fifteen
year contract at a much higher rate per light than Vi-

The selection of J. C. Starr as Democratic candidate
for the council from the third ward has added another
good man to that ticket.
Mr. Starr ought to be elected. He has done excep-
tionally good work on the present council. His legal
ability has been extremely valuable in the drawing up of
ordinances and in the solution of more than one knotty
problem that has confronted the council.
He has consistently voted for every progressive meas-
ure of the present administration. To his efforts more
than to those of any other man is due the present excep-
tionally favorable contract with the light company and
the thirty-six arc lights that will soon b3 ill uminating
our streets.
The Chieftain is glad to add his name to its list of
good government candidates. He is the only lawyer on
either ticket who is a candidate for alderman and he cer-
tainly ought to be elected.
Forty gallons! Think of that my brethren! And
poured out upon the unappreciative ground in the very
sight of the thirsty denizens of the federal building!
Judge Parker shows the right sort of civic spirit in
cleaning up the vacant corner at Illinois avenue and
Wilson street. Would there were more like him!
How about that Frisco park? Are we going to get
It? We can but we must go after it. Isn't It worth
the effort?
