Mr. Hitchcock of enforcing the
..rovisious of the new treaty and
driving the land speculators out of
tne Creek nation.
The treaty passed by Congress
and ratified by a vote of the Creeks
provides that the Creeks may lease
their allotments for a term noi ex-
ceeding five yetrs lor agricultural
purposes and for not more than
one year for grazing purposes
without awaiting the approval of
the interior department although
all leases are subject to rejection
by the interior department if found
or designed to work to the detri-

but are evidently trying to secure

of the allottees are signing leases
which provide that the cost 01 im-
provements shall be taken from
the rental fund. This be consid-

land companies to secure posses-
sion of the lands. He explains
that the lease price is small aver-
aging about 25 cents an acre per
year. The land speculator in se-
curing the lease pays a Bix
months' rental in advance thus
giving the Indian $20 or $25 in

out of their lands by several organ-
ized bodies of land agents who
have been working their schemes
in the diflerent nations in the In
man Territory for a number of
years
