CAMPAIGN FALSEHOODS.
The Republicans are trying to
influence voters to oppose the
constitution on the plea that the
tax provisions of that document
mean almost confiscation of prop-
erty and then1 in no limit to the
recklesstatemeins tiui' art'
spreading over the state to catch
the unwary. Among other daase
of voter they are'tryieg to ar-
gue that the c-onst.tution makes
the tax levy so low thai schocls
can not be maintained more than
two or three months in the year
and the expense of county an J
state government 'an not le
maintained. Hoth of these state-
menu can not bo true and the
fact is that both an; untrue and
c ircuHted to mislead the voters.
The truth that the tax levy for
all purposes is limited outside of
the cities and lncorjorated towns
ta mills on the one hundred
dollars valuation or .U.i Hr
cent; while most farmers over
on tl.j Oklahoma side are now
paying from 15 to pevj.-ent.
The constitutionprovidea that
I" mil's of tne amount levied or
more than one half of the total
tax may be applied J for si hool
purjxwes. In the cities the same
restrictions are made m ept that
ten mills or one per cent addi-
tional is to be allowed to bo levied
for city purposes making the
rate not higher 'han .CMJ per
cent in cities.
This is th highest levy that
can be made and asprujHTty is
to be assessed at it ca.'df market
value it Is not probablcjrhal any
county or district in the stit'e
will ever levy more than one-half
the maximum allowed. Th
assessment of property at its
catli market value means that
the r.tilroatU which charge
freight and passenger rates based
on a valuation of ?-i '(. tio j-r mile
shall not le listed for tas.es at
three to five thousand dollar jht
mile but must pay on approxi-
mately w hat it cost to build and
operate them. It means too
that a great portion of the cor-
jtorate wealth of the Mate w hich
has hitherto escaped taxation
w ill be comjH-Ked to come In and
pay its pro rata share with you

C. N. Haskell in his sjs-cs h at
Hohart Okla exhibited the He
publican idea of how to tax the
railroad and the fanvtra. We
rint the following extract fnm
lis KHSH'h for the benefit of our
farmer friends who if The ('Lief
tain is not badly mistaken will
vote for Mr Haskell to a man .
"I had occasion Jt winter to
xaiiiitse the tax duplicate fur
Oklahoma. The tirsi item that
caught my eye was the Santa l'e

the cow at 7.l and the mule at
t.'ds. 1 saw at a glance that
these va-ues had all been Healed
down and I started in to aseer
tain whether they had all bea-n
scaled in the same prewrtion.
During the month of June last
year when that assessment was
made Pnwident u;p!ey of the
