stato regulations now in force. Some
states havo quarantined articles that
are admitted unrestrictedly by others
and moreover from time to tlmo nu-
merous modifications ot the regula
tions based upou these laws have

loss trouble to shippers and transpor-

The department's suggestions nro
based upon a caroful study of tho
habits of th0 boll weevil during sovor-
al seasonB as woll as upon knowlodgo
gained from a large amount of Inspec-
tion work which devolved upon tho
bureau ot entomology in consequence
of the stato laws now In force. It Is
believed thoy will furnish sufOdont
protection and at tho samo tlmo not
Interfere unnecessarily with shipping.
There aro based upon the suggestions
toward n uniform quarantine system
adopted by roproBontatlvos ot prac-
tically all ot tho principal cotton pro-
ducing states who mot at Jackson
Mississippi recently with such modi-
fications that seem advisable as a
result of a subsequent study by tho
bureau of Entomology of tho means
by which tho post Ib disseminated."
The following suggestions for a uni-
form stato boll woovll law Is also of-
fered by tho department of agricul-
ture: "Plenty authority Bbould bo delega-
ted to a board tho oxccutlvo officer
of which should be an Entomologist
to tako whatever stops may bo found
necessary for eradicating or control-
ling tho boll woovll.
A prohibition agnlnst bringing them
Into the etntc or having In possession

with a suitable penalty affixed.
Definite authority Bhould be given
the officer or officers In charge of tho
boll weovll quarantine matters to os-
tabllak from time to tlmo such rules
and regulations as ma bo necessary.
It Is considered that the foregoing
provisions nro sufficient for the law
Itself. Many other matters growing
out of quarantine work deal with
changing conditions and consequently
should be covered by rules and regu-
lations which may easily be changed
a occasion demands. Thoso regula-
tions should lnolude an absolute quar-
antine against cotton seed seed-cotton
cotton-seed hulls baled cotton
(whether compressed or flat) and corn
In the shuok from Infested territory.
The basis for this reeommondatlon is
tbat the weevil has bean found to be
transported easily In cotton peed and
other cotton 'products. As will be
specified later thero Is undor somo
endltions considerable dangor In the
shipment ot baled cotton. Corn In tho
shuck Is Included for tho reason that
it often furnishes hibernating quar-
ters for weevils. Thla absolute quar-
antine Bhould be modified to tho ex-
tant of allowing th0 shipment of any
of tha forezolns articles after thoy
have been properly fumigated under

general quarantine should not bo made
to apply to shipments ot baled cotton
to mills In tho cities or to shipments
to ports for direct export. Many Rlml-
lnr casos where special action mny bo
necessary will nrlso from tlmo to
time. Tho host mothod for provid-
ing for such cases Is to grant consid-
erable breadth of authority to tho
quarantlno officer."
Oklahoma produced 'last year nearly
n million balos ot cotton thus ranking
among the foremost cotton produc
ing states In the Union. If the spread
of tho woovll Is suppressed and th
destructive forc0 minimized it Is pos-
sible that tho yield next year will be
much greater possibly ono million
and a half bales of cotton taking In
consideration tho fast tho restriction
from tho alienation ot Indian lands of
East Oklahoma havo been removed
and that section becomes the sceno
ot more lntentlvo farming.
Representative Carter la authority
for tho statemont that only one-quarter
of tho entlro area of EaBt Okla-
homa Is under cultivation. If this Is
true and tho removal of restrictions
has tho desired effect It will not bo
surprising If tho cotton yield Will not
be as gront or greater than a million
and a halt bales.
