Section 19. (Municipal Legislative Body May Submit Competing Moas-
uro). Each measure proposed within a municipality by Initiative petition
and roferondum notitton shall bo filed with the ohlef olerk of the munici-
pality. Along ylth each Initiative measure the municipal legislator may
submit a competing bill or resolution. If connoting ordinances or charter
amendments shall be submitted to the people at the samo olectlon and
two or more suoli confllotlng measuros shall be approved by tho people then
tho measure whloh shall have received the greatest number of affirma
tive votes shall he paramount In all particulars as to whloh thero is con-
flict even thought Biioh measure may not have received the gro&lest -majority.
Amendments to aljy municipal charter may be proposed and submitted
tn the people by tho municipal legislature with or without an lnltlatlvo
petition but the same shall be filed with the chief olerk for submission
not letf than lsty days before the election at which titer jye to h verted
