A Proposed Constitutional Provision Pertaining to Descent and Distribution.
Section . That tho law of courtesy and dower Is abolished la tho
Stato ot Oklahoma and tho surviving husuand or wife shall each be an

Section . Thero. shall be ono officer to bo known as tho Commis-
sioner of Charities and' Corrections who shall be olbctcd In tho eamo man-
ner at tho eamo tlmo and for tho samo terms as shall tho Governor. Said
officer may bo ot cither sex and shall bo twenty-fire years ot ago or ovor;
In all other respects said officer shall havo the qualifications which shall
bo required ot tho Governor.
Sec. . Tho Bald Commissioner ot Charities and Corrections shall havo
the power and dt is hereby made his duty to lnveatlgato tho cntiro system
ot public charities and corrections to examlno into the condition and man-
agement ot all prisons Jails alms-houses reformatories roforxn and indus-
trial schools hospitals Infirmaries dispensaries orphanages and all public
and prlvato rotreats and asylums which derlvo their support wholly or In
part from tho Stato or from any county or "municipality within the Stato;
and tho officers of tho varloun institutions nomod horoln qhall promptly
furnish tho said Commissioner In writing. Tho said Commissioner shall
havo tho power to summon any person to appoar and produco such books
and papora as shall bo designated in tho summons and to givo testimony
under oath concerning tho matter and Institution under Investigation. The
said Commissioner shall havo tho power to administer opths to such ror-
sons as may bo summoned and to enforce all such powers as aro given to
notaries publlo when Uioy nro taking depositions. A mil roport of said
Investigations. Including tho testimony shall bo promptly jnndo to tho Gov-
ernor and shall bo transferred by tho Governor to tho next Legislature
