year's encampment upon his debut

lahoma- experience. The guard does
hot take him sdriously. Arrayed in all
his glory which said glory Is paid for
by the people he Is an imposing but

He has his own unique way of doing

effect of his gold lace flummery could
change the apportionment of funds
which tho law makes mandatory dis
tributed among the various states and
territories In proportion to tho number
of men mustered. But a trip to Jack
sonville and tho gratification of this
military ch:eftain' gustatory norvoa

nice when the territory pays the bill.
Tha several hundrod dollars squander-

good school house. Colonel Hoffman
refused to go except at his own ex-

with the corporations. Th's is no sur-
prise to us but doubtless It will bo to
thoso who have bpen worshipping at
the shrine oftlils modem Don Quixote
ths hot air bubble thnt Is bound to
burst sooner or later thin product of
en era that places tho dollar abovo the
msn and commercialism abovo nation-
al honor. His declaration that the
Chinese Immigration law must bo
modified a declaration mado at tho
behest of the trusts and corporations
is creating such a feeling of resent-
ment along tho Pacific coast where
tho people fully realize tho bUghtlng
curso of ohoap Chinese labor that ono
member of the President's cabinet. Sec-
retary Motcalf of tho department of
coramerco and labor threatens to re-
sign. Secretary Metcnlf being n Callforn-
isn realizes tho blight that will fall
upon American laborers if compelled
to compoto with Chinese laborers nnd
appreciates the fact that tor years this
has heen a curse to the Pacific coast.
But Teddy tho Trust Buster who has
ntvor busted any trust but the trust
tho people imposed in him has lined
up with tho big corporations and trusts
who caro nothing for tho Welfare of
tho American laborer whenovor that
welfare interferes with tho salo of
their tariff protected products in a for-
eign port.
' It Is coming. Tho big subsidized
newspapers owned by tho trusts will
laud Teddy for his stand and every
Uttlo Republican sheet in this country
will Jon In and when congress meets
tho big corporations will force through
a bill abrogating our Chinese Immigra-
tion law and the American laborer
will be forced to compete with the
Chinaman who' lives on ten cents a
day.
MUNICIPAL GOVERNMENT.
Somo people are inclined to believe
that tho problem of municipal govern-
ment has been solved by tho city of
Galveston After tho flood that de-
stroyed a good part of tho city the na
tional govcrnmont and the state of)
Texas took a hand In the rebuilding of
tjio city of Galveston. It was found to
bo necessary to spend largo sums of
money in the building of a sea wall
around the city and tho raising of tho
streets and tho problem of getting a
city government that would honestly
do this was presented to the state of
Texas for solution. Qf tho present city
government W. E. Curtis In a letter
to tho Chicago Record-Herald says:
"Galveston has a pectfiiar city gov-
ernment It formerly had a mayor
and a board of twelve aldermen but
tho municipal administration went to
pieces at tho tJme of tho flood. Tho
state authorities took command and at
tho next meeting of the legislature a
special act waB passed providing for a
contrallzod government composed of
four commlss'onerii who elect a presi-
dent from among their own number.
Ho exercises tho functions of a mayor
and they divide tho labors and res-
ponsibilities of administration between
them. This plan has been so success-
ful and popular that both San Antonio
and Houston havo since adopted It and
Dallas Is talking of trying It"
Tho present system differs from the
old mostly In the larger conutltuoncy.
Many noople have for a long tlmo

bo banished from city governments If
all the councllmen wcro elected by the
city at large. It is taken for granted
that tho four commissioners of Galves-
ton ara elected by tho city at large.
Last year Bomo of tho Democratic
legislators in tho city of Guthrie Okla-
hoina proposed to get a bill through
tho legislature allowing the people of
that city to elect their city councllmen
a large In order to eliminate two nlder-
men that tho colored pooplo woro able
to olect In ono ward of that city. Many
people supported tho proportion be
lieving that it would result In better
government bocnuso none but repre-
sentative men would be elected to the
city oounoll but the legislature turned
it down on the theory that It waB a
scheme to disfranehlBO the colored
voters.

been sprung in Indian TerrK v for

the publication of a call for a consti-
tutional convention to be held in Indian
Torrltory noxt August for the purpose
of forming a constitution for a new
stnto to bo created out of tho five civ-
ilized tribes the constitution to be
adopted by the people and presented
to congress for action at the coming
session.
This call is an Indian movement. It
is signed by W. C. Rogers chief cf
tho Cherokeo nation; Green McCur-
tnin chief of tho Choctaw nation end
W. A. Duncan a prominent Cherokeo
politician. It calls for an election of
dolegates from each recording district
In Indian Territory on the 7th of Au-
gust. There aro to 'too seven delegates
to this constitutional convention from
each of tho twenty-six recording dis-
tricts. These delegates are to meet
In Muskogee on the 21st day of Au-
gust for tho purpose of 'drafting a
eonstltut'on for the now state desig-
nating a name and a capital. This
constitution is to bo submitted to a
vote of tho people of tho territory
thirty days after It has been drafted
by tho convention.
This announcement of a constitu-
tional convention to bo called coming
as It does right on the eve of tho big
t'nglo state convention which Is to
be held at Oklahoma City July 12
has caused no little excitement In
political circles Just as it .J

foot among the Indians two years ago.

and the chiefs of -the Chickasaw and
Semtoole nations were nlso In favor of

crosted in Indian Territory for some
