Arthur Lynch.

London juno 1G. Bow street po-
nco court was crowded whon the In
vestigation into the charge of high
treason was Drought against Col. Ar-
thur Lynch formerly of tho Boer
inny begun. Lynch who watt elect-
ed member of parllamont for Galway
In November last was arrested Wed-
nesday upon landing from Franco.
Mrs. Lynch and other friends of ac-
cused were present.
Tho solicitor general opening for
the prosecution said Lynch In Jan-
uary. 1900 took service with the
Trdnsjal government raised a reg-
iment of which he acted ns command-
er to fight In behalf of tho Boers and
artlPly fought against Gen. Buller'j
operations. In signing a Hold cornot'i
certificate he had doscriuOd himself
as an Irishman. Lynch had also Is-
sued an appeal inviting Irishmen to
assist tho burghers.
Hon Charles Russell In behalf of
the defendant said that iynch ha
faced tho ptvteeedlngs Hko a man.
What ho had done had been done
openly and he desired to facilitate
the Inquiry as much as possible. Tho
prisoner was remanded to Juno 21.

Indian Territory Murderer Released
From Ohio Penitentiary.

Goodell has been pardoned from the
Ohio penitentiary by President Roose-
velt. He was sentenced In the Indian
territory to serve two sentences of
ten years each for manslaughter. Ho
killed John Fulsom and brother.

Pcabody Mass. Juno 16. The
so.ui I ceutonnlal of the endowment by
Georgo Poabody of the well known In-
stitute bearing his name was signal-
ised today by the unveiling of a tab-
let marking the birthplace of the fam-
ous banker and philanthropist. The
tablet Is of bronze and bears the fol-
lowing inscription: "Birthplace or
George Peabody February 18 17
Placed by the Peabody Historical so-
ciety June lo. 1902." The tablet Is
bolted to a rough stone post which oc-
cupies a conspicuous position direct-
ly in front of the old part of the
house in which Mr. Peabody was born

which has characterized tho first thir-
teen years of tho history of tho great-
est territory this nation has ever creat-
ed. In this short period tho territory
has boon transformed from tho home
of tho cow and tho coyoto Into the free
homo of a half million sturdy Intelli-
gent and progressive American citi-
zens owning threo hundrod million
dollars worth of availablo assots. Sure-
ly such a people are entitled to Amer-
ican heritage of self government And
wo hero and now declare our firm con-
viction that wo aro entitled to the
rights privileges and responsibilities
of American statohood.
Nor aro we unmindful of our breth-
ren of the Indian territory. Appre-
ciating their splendid capacity and
wondorful resources and achieve-
ments we desire union with thorn In
order that jointly we may build up
tho greatest of the western slates. We
thoroforo favor the admission Into
tho federal union of Oklahoma and
tho Indian torrltory as a single state.
And in view of tho fact that Oklahoma
has a splendid land endowment for
its schools wo favor an adequato pro-
vision for tho people of the Indian
torrltory either in lands or other re-
sources so that both territories may
bo placed upon terms of equality In
tho maintenance and support of their
common schools.
Resolved Tnat wo are unalterably
opposed to any encroachment upon
tho magnlficont endowment of our pub-
lic schools and colleges. And wo rec-
ommend that tho final disposition of
tho school and othor lands of tho ter-
ritory bo loft to the people of the sov-
ereign state In constitutional conven-
tion assembled.
Resolved That we condemn the
present school land board of the terri-
tory for its harsh unjust and oppres-
sive admlnlstraton ot the school land
office and we pleago our party to pass
a fair and equitable school land law
just alike to the lossees and to the
pcoplo of tho territory.
Wo favor the early enactment of a
law by thf federal congress granting
free homes to tho residents of tho new
country and we denounce tho action
of Dologafo Flynn in excluding that
country from tho recent free homes
act
Wo favor Immediate statehood
along tho lines laid down In this plat-
form. In order that we may escape the
curse of carpet-bag government and in
order that the people may substitute
honosty oconomy and efficiency for
extravagance dishonesty and spolia-
tion of tho public undor which the
torrltory has been robbed and the un-
fortunate insane mistreated in ordor
to benefit a tow favored Republican
grafters and under which tho people
of tho new country have boon burden-
ed with extravagance and extortion
In tho administration of their local
affairs.
Wo condemn the unpatriotic and un-
just attempt ot Delogato Flynn to de-
prlvo the new counties of Caddo Co-
manche and Kiowa from participation
In the constitutional convention tit
Oklahoma in the event of its admis-
sion to statehood.
Wo favor on organised county gov-
ernment for the pc pie t the Osage
nation.
We endorse the separate school law
enacted by the last legislative as-
ssembly In so far as it covers the
ground and upon the creation ot a
new state we demand that the people
thereof shall be permitted to devise
and fashion their own educational
system without fed oral Interference;
and although we favor enual educa-
tional privileges and facilities for
white and colored children we are
opposed to mixed scnools.
We demand a just and equitable leg
islative apportionment measure at the
hands of the present congress to the
end that the thousands of voters In
the western and southwestern coun-
ties of the territory may have proper
and adequate representation in the
coming legislative session.
The Democratic party pledges lualf
to promote In every way the applica-
tion of the system of primary election
for the nomination ot candidates and
the settling of party principle and wo
avor the passage of a sultaule prim-
ary election law tor the legal Introduc-
tion of such a system Into this terri-
tory. Believing as we do that the legit!-
mate aim of government Is to pro-
mote the greatest good of the people
wo favor public ownership l muni-
cipal utilities.
Wo renew our allegiance to the
principles ot the Democratic party as
enunciated In Its national platform
adopted at Kansas City In 1900.
