An I stand here tonight conscious
of tho place and position I am ex
pected to nil I am fliunad with a
fooling mingled with sadness and re-
gret. For it Is well thai r remember
that gloomy day two years ago whon
1 stood In the city of Indianapolis and
Ihoro saw thousands of his country-
men with bowed heads and muffled
volcos quietly and reverently paying
a last homngo and respect to their
fall on horo of the Philippines; a hero
yea a citizen of the United States of
America sacrificed upon tno altar or
Republican avarice and Republican
greed. Well do I remember that as
with alow and solemn trend we pass-
ed by tho bier of our honored dead
I made a vow that so long as my
h'imble voice retained Its vigor that
'ho virtu res In poaco and the valor in
war of that citizon and patriot should
not parish from the earth.
But sir; a grateful nation and a
thoughtful pooplo havo determined to
build a monument to bis memory; a

may enduro as long as the Anglo
