Secretary Long Indites a
Letter Concerning the
Prize Money

Washington D. C Jan. 6. Secre-
tary Long has addressed to Sonator
Knuto Nolson of Minnesota a long
letter defending the navy department
against what is declared to be un-
friendly criticism In connection with
the distribution of prize money and
bounty. Tho letter Is called forth by
ono from tlio sonator asking for infor
mation on this point for the use of a
western newspaper. The secretary de-
clares the criticjsm that the depart-
ment has discriminated In favor of
Sampson and againsC Schley in the
distribution of prize money and boun
ty is unjust because" the department
has no control over this matter tho
money being distributed from the
treasury and all questions of law and
fact relative to prize and bounty hav-
ing been determined by tho courts.
Ho further points out that under the
prize laws the commanfler-In-chiet of
tho fleet is entitled to his "one twen-
tieth of bounty by virture of his posi-
tion as commandoT-in-chicf whether
he- is personally presont during tho
engagement or not."
