If It Is the desire of the Interior de-
partment to give the old soldiers a
preference In the opening of the Kio-
wa and Comanche reservation a new
plan from any heretofore adopted
must be evolved. In former openings
ne preference given in tno hiws has
ben absolutely worthless. Under the
law three plans for initiating a right
to a quarter section of land are pro-
vided viz.: settlement n homestead
filing and filing by agent for old sol-
diers. Every good claim has in former
land openings boon settled'upon with-
in two hours aftor the land offices
were opened to receive filings. Ton
filings an hour has boea about the
record made by tho offices so that if
those awaiting tholr turn at tho land
offlco to initiate their rights to land
by tiling thereon should select the
most remoto claims only twenty per-
sons could secure claims in that man-
ner Tho attorneys or agents of the
old soldiers must take their chances
with those who fllo In person. It Ib
thoroforo plain that preference In this
case Is fiction puro and simple.

sociation. Tne annual meeting of tb Oklaho-
