rules of the house which require a
two-thirds vote to suspend tho rules.

votes a bare majority to vote against
sustaining the speaker In hlB antici
pated decision that a motion to sus-
pend the rule3 required a two-thirds
majority.
Tho plot began to unfold dirootly af-
ter tho appropriations bill had been
read a third time and disposed of.

which tho speaker replied that tho
