correspondent of tho London Dally
News employing the good ofilccs of
Mr Iddlngs the first secretary of tho
American embassy at Rome was ac-
corded tha raro privilege of holding
an interflow with tho admiral the
clear understanding being that tho
conversation or tho main part of It
was to bo written out for publication.
This program was followed. Tho ad
miral talked In a strain at once modtBt
and Interesting and delivered his
views in matters that have grown to
be of tho greatest concern to the
peoplo of this country. Tho report of
his conversation was "cabled to the

has since vouched for its correspondent

Philippine question. He was asked If
ho thought tho Islands woro likely to

of those Democrats who epposo the
Republican policy so far as it bnB been
outlined. Admiral Dowey said .

pines more at heait than any other
American because 1 know the Fili-
pinos intimately and they know that
1 am tnelr Irlonit. The recent insur-
rection is tho fruit of tho anarchy
which has so long reigned in the
island. Tho insurgents will have to
submit themselves to law after being
acoustomed to no law at all. I believe
and afllrm nevertheless that the
Philippine question will bo very
nhortly solved Tho Filipinos are
capable of governing themselves.
They havo all tho qualilications for it
It Is a question of time but tho only
way to settle tho insurrection and to
assure tho prosperity of the archlpel

Our great admiral tho only man prom-
inent In the recent war of whom it
may bo said that ho has made no mis-
take of Judgment or administration
from first to last has outlined In tho
clearest manner tho Democratic pol-
icy. Ho Is a Republican but ho is
also an American with large views
and the Democratic policy as it has
been outlined by leaders and publicists
who represent the best and most con-
servative thought of the party is
precisely that which Admlrr.l Dowoy
sets forth.
1. Tho Filipinos will hr.ve to sub
mit to law. The Insurrection against
the Americans is the result of their
environment.
2. Tho only way to solve tho prob-
lem of the insurrection and to assure
-.he prosperity of tho archipelago is to
concede self government to the lnhab

surrection but many other questions

long before Dowoy gave his views to

tho annexation of Cuba is simply a
matter of time. If tho annexation of
tho Philippines is desirable it will take
place in a peaceful and timely way.
Wo havo quoted Admiral Dewey's
statements not to bolster up tho Dem-
ocratic attitude but to show that that
attitude bears no relation to partisan-
ship or to the small politics of the

two months ago a man dressed In the
garb of a fairly wel-to-do cattleman went
to one ot the commission firms and niliV
he liad 1.SO0 feeders In Iowa However
he did not have enough money to get
the cattle in shape for the market It
was necessary for him to get money to
feed his stock The usual Investigation
followed upon the part of the commission
company. The ofTUers learned that the
cattleman had tho stock In question and
everything was perfectly satisfactory to
them. As a result. JS.000 was advanced
to the thief to provide for his cattle. A

The same herd was then sent to Ne-

letters of Introduction and financial stand.

whera the operations wore repeated by
two different man the cattle being sen'
from one county to another after tho
money had been secured from the Kansas
City firms. The swindle was repeated lm
Missouri. The changed locations and tho
fact that different men asked for the loan
did not excite the suspicions of tho two
with great audacity tho aamo conspir-
ators came here and did the siimo trick
with other commission companies. Twa
herds had been the meana ot obtaining
thousands of dollars By moving the
herds and by having sovoral men and
two women to carry on the scheme up-
wards of JCO.O00 haa been obtained.
It was reported yesterday that four of
the men and one woman bad been nrrost-
ed in Kansas. Tho commission firms that
were caught would neither deny nor con-
firm the report yet were willing to nay
that they had been swindled for a large
amount.
