All insist tha.t the United States cannot
trout with the rebel government. All op-
provo tho demand of (Jenaral Otis for an
unconditional surrender and urgo that he
should be given full powers and not be
hampered by instructions from Wasolng-
ton. The Dally Mall "ays:
"den. Otis baa to deal wHh Orientals
and bis policy must bo directed accord-
ingly." The Morning Post which emphasises
the danger of treating with th rebels
says:
-rue way may ba l bt tha adoption
of a eoncillatory policy la not tho met hod
best suited to get to tha and of It."
The Slundard says:
"Tho rebels are proper objects for
clemnty but rhey eannot be n with
as a political entity. Wo rosd friend of
tho Islanders would wash to aee them all
at once charged with the task of work-
ing out their own deatsny on linis of
pure autonomy."
The Dally News thinks a native ad-
ministration under supremo Ameikun
control and even a native army fortltUd
by a compact American garrison
be 'ho beat solution.
