Arthur's advance today was
slight. The troops marched
two imiles when a halt was
called at the river where the
enemy had burned the bridges
beyond them. It was decided
to bivouac and wait for pon-
toon bridges and supplies. The
enemy who is plainly m sight
is being largely reinforced from
the north. They are digging
trenches and evidently deter-
mined to make another stand
before retiring' to Malolos. It
will probably be a day or two
before Malolos is captured.
Washington March 28 12 in. Of-
llclal Washington is waiting for news
from Malolos the Philippino capital.

Indicate that MacArthur is pushing on
with all speed and will bo in touch
with tho Filipino outposts by tonight.
Tho battle of Malolos may be fought
tomorrow. No one hero doubts the
result but it is feared many men will
bo sacrificed when tho final c' ash oc-

in rocolpt of a message to tho effect
that Deputy Tilghman had arrested
Win. Cutnbcrlcdgo at Port Madison
Iowa. Cumborledge was indicted
with W. L. Downing at Stillwater
last spring for robbing the postoflico
at Clayton. Cumbcrlcdgo was caught
and admitted to ball. Young Down-
ing managed to elude tho oflicers and
kept in hiding until Cutnbcrlcdgo
Jumped his bond and loft for parts un-
known. Downing then gavo himself
up thinking that since Cumberledgo
would not bo in court to testify he
would be freed.
Downing is confined in the federal
lall and has not been Informed of tho
arrest of his partner and when Cum-
berledgo is ushered into his prosonco
tonight It is likely Downing will
drop dead.

Two thirds of the qualilled voters of Guthrie are nec-
essary to vote bonds for public utilities. " Qualified "
means owner of property. Here is the law on the subject :
Act of Congress approved March 4 189P. under which
municipalities in Territories can vote bonds "That
to be a qualified voter one must be the owner of real or
personal property subject to taxation within the munici-
pality and a qualified elector."
It requires two-thirds of the qualified voters as above
described before the mayor and common council shall

"McArtliur had severe fighting to
tho north of Marielo yesterday after-
noon. A brilliant charge by South
Dakota was led by Drout against tho
troops o( Agulnaldo brought from Ma-
Ialos. They repulsed tho enemy with
great slaughter. Adjutant Lion aud
Lieutenants Adams and Morrison and
four enlisted men of that regiment
were killed. Lleutonant McClelland
aud twenty-two enlisted men wore
wounded. Tho losses yesterday wore
mostly confined to tho Dakota regi-
ment." McArthur to Succeed Miller.

An unusual sight impresses travelers

cyclone cellars arc being construoted
in every new ouiuung and dug beneath
old buildings whoso owners did not
originally take this precaution. As
summer approaches diet It not tho at

Oklahoma City missed a destructive
wind by only about half a mllo early
this month and it Is In that vicinity
that tho work of preparing collars Is

people are preparing to reduce the den-
