Topeka Knu. March 7. Tho Kansas le-
gislature finished Its business tonight and
will ndjonrn Blno dlo tomorrow. A dead-
lock that has prevented all legislation for
tnreo days past was broken tonight by
tho jleldlng ot the republican house to
too demands ot tho populist senate.
The strife grew out of a judicial con
test In the dlstrlot composed ot Nemaha
lirown anu -onlphun counties. Tho re-
turns wore In facor of Judgo Drown a
republican out ms popuitst opponent.
Fnlloon tiled n contest before the state
senate In accordance with the Kansas
law. The senate nmtK)iieil notion on the
contest until near the close of 'he session
when the majority brought In a bill ap-
propriating tlijbOO lo defray the expend
of Hie sun ills stilling In spoHal session
to consider the contest. The republicans
denounced this M a salary garb ami kill-
ed the measure whereupon the popullMt
senator added the appropriation meas-
ure to the vxeoutlve nnd Judicial appro
priation measure to the executive and Ju-
dicial appropriation hill as a rider. Then
came the deadlock the populists absolute-
ly refusing to pas the appropriation bill
without tho rider. After three days strife
the republicans weakened ami accepted
the rtdloua amendment after the sen-
nte hud agreed tu rnduoe the amount to
be expended from J15.K) to 11Q0'.
Knvernor Stanley hns declared that ha

already been working out the designee
upon lines approved by the board of bur-
eau chiefs. It Is the purpose of the navy
department to place contracts for those
ships at tho tarllest posslbto moment.
They represent a type of cruiser which
would be of tho greatest value just now
for our foreign servlre. The plans cull
for vessels of about 2.H0Q tons r.nd the
ships will be Improved inarbleheads so
to speaK utmx tons larger than
ships of thnt Qlnss anil with better but-

Important consideration Is that they will
be shented with wood over the te. bull
and fully oppered enabling them to keep
the seas even In tropical waters fur many
months without being compelled to seuk
a dry ddk. Tho battery will be ma 1m up
of six f.ve Inch guns for such ship The
cost Is expected to lie eonelderably more
