has determined upon tho terms of

It is not tho Lkaiikii'h Intention or
desire to wage war on Congressman
Callahan but it seems almost impera-
tive that the blunders ol tho present
delegate should be bIiowu the public.
Mr. Callahan has made no record iti
congress and lie has in no respect ful-
filled the solemn promises he made at
the time of accepting his nomination
or during the campaign. He has in
fact mad equally as bad a record as
did Flynn. The people have gained
nothing through Mr Callahan's term
as eongrefcman and why he should
with to represent the territory again
Is a mystery. In addition to his stag-
nant work as delegate Mr. Callahan
has displayed much reckless judgment
and thereby caused his defenders to
appear in a bad light.
The matter of the Dlous appointment
for Instance cannot bo lightly dis-
missed and tho moro Mr. Callahan
explains his predicament the deeper
in the mire ho goes. The Lkadkii
docs not for a sooond bollcve Mr. Cal-
lahan Is corrupt but that ho Is guilty
of deplorable political acumou and
personal shortsightedness cannot bo
denied. During the last few months

Wave's defenso smacks of post mortem
prunes and Peruna. If Callahan In-
spired tho Wavo's defense he is cer-
tainly attempting to lollykabosa and
hoodwink his constituency. In hU
own signed statement Chllahan says

moreover adds this :

other candidates had failed and Dicus
had been named) that ho was neither
a resident ot Oklahoma nor a member
ot Mr. Cunningham's family and at
this date has not been in the territory

the boy was sent t tho territory for
this express purpose aud Mr. Cun-
ningham betrayed the confidence I had
In him in this manner.
On the whole Mr Callahan's evasive
work ot the pap t few months has in-
spired no confidence in his eonstittt
