"Recent investigation had by this
Bureau to ascertain the mothods cm
ployed by public ofHciuls in oxooutlng
pension vouchers has demonstrated
an almost total disregard of the laws
and regulations governing the subjeot.
"It is clearly evidont that tho illegal
lax indifferent and perfunctory pro-
cccduro now extant has become a mon-
aco to tho propor and safe conduct of
tho affairs of this liu'eau so far as it
relates to tho payment of pensions
and special efforts aro contemplated to
correct tho existing abuses.
"While it is boliovcd that many of-
ficials who assist in tho execution of
pension vouchors havo no conception
of their criminal liability in tho prem-
ises it Is equally certain that many
others to secure an advantage in the
numerical number of tholr clientage
knowingly and willfully resort to vio-
lations of the law.
"To the end that tho former class
may profit by this notice this circular
Is issued.
"There can bo no justification in tho
prevalent haute and laxity existing in
many oillces by which' post-dating
false certificates false claim and

bar to the bench with the good will of
all and came from the Judiciary with
tho strongest endorsement spread
upon record of their public acts and
theso endorsements from men who
know most about it the lawyers who
had practiced before them.
The charge that these men wero in-
terested while on tho bench. In any
contingent fco in these tovvnsito cases
is pcurllc. Whan ICIcrcr sold out to
Keaton he sold his entire intorost.
When Keaton sold to C. (. Horner he
sold his entire interest. No contin-
gents wero reserved. Dale dropped
Fitzgerald whon ho wont on the
bench. Theso facts aro known to all.

to go to these men fresh from the ac-
